Efforts to accelerate disbursement of public investment capital

Da Nang has identified public investment disbursement as one of the city's key tasks in 2024. The Da Nang City government has resolutely directed sectors and localities to implement many solutions, promptly and thoroughly resolving difficulties and obstacles to "unblock" the flow of public investment capital.

In Son Tra district (Da Nang), to achieve the highest plan for works and projects and disburse public investment capital on time, local authorities have directed contractors to take advantage of good weather, mobilize maximum human resources, machinery and equipment to the construction site to speed up construction progress.

One of the important projects for the education sector in the district is the expansion of the Vanh Khuyen Kindergarten - Campus 2. The project has an investment of more than 25 billion VND, including the main items of building new functional blocks and classrooms, when put into use, it will meet the teaching and learning requirements of students in the area. In fact, at the construction site, the contractor is urgently completing the items, striving to complete the settlement and handover, and put into use in the second quarter of 2024 to ensure classrooms for students in the area in the 2024-2025 school year.

With the fierce "stalking" of the People's Committee of Son Tra district, the projects in the area have been accelerated and are expected to be completed as planned...

Similarly, the two projects of renovating and upgrading Ngo May Primary School and building a new one to replace the main office block of Le Do Secondary School are also being rushed to completion. To ensure the progress and quality of the projects, the Project Management and Site Clearance Board of Son Tra District has sent technical staff to closely monitor the site and coordinate with the construction unit to resolve difficulties and problems that arise. With the fierce "follow-up" of the District People's Committee, the projects have been accelerated and are expected to be completed on schedule...

According to Mr. Nguyen Xuan Thuan, Deputy Director of the Project Management and Site Clearance Board of Son Tra District, to speed up the construction progress and complete the projects according to plan, the Board has assigned supervisors to coordinate with construction units and contractors to be on duty to inspect and supervise the quality and progress of the projects; promptly handle related difficulties and problems.

According to Vice Chairman of Son Tra District People's Committee Huynh Van Hung, the District People's Committee and the Project Management Board have increased the number of supervisors, urged contractors to arrange vehicles, machinery, equipment, and workers to organize overtime, ensuring progress and quality according to the set plan. Along with that, speed up the implementation of new projects, starting construction in 2024. Timely disbursement for projects eligible for capital payment; it is expected that in the second quarter of 2024, Son Tra District will disburse more than 35 billion VND of the assigned capital plan, estimated to reach more than 30% of the 2024 plan.

Or in Ngu Hanh Son district (Da Nang), in 2024, the Ngu Hanh Son district Construction Investment Project Management Board managed 163 projects. Of which, there were 13 transitional projects, 18 newly started projects and 132 projects with investment preparation capital. With a huge amount of work, in parallel with site clearance, Ngu Hanh Son district paid special attention to removing obstacles, speeding up construction investment progress, and disbursing public investment capital to ensure the construction progress of projects and works in the area.

Mr. Nguyen Hoa, Chairman of Ngu Hanh Son District People's Committee, said that in 2024, the Ngu Hanh Son District Land Clearance Council will develop a detailed plan for site clearance and compensation for each project, ensuring progress according to the direction of the City People's Committee. On that basis, the District People's Committee requests investors and the Project Management Board to coordinate implementation. In particular, proactively coordinate with departments, branches and sectors to implement large-scale projects, creating momentum for socio-economic development.

According to Mr. Hoa, currently, Ngu Hanh Son district continues to focus on implementing the key tasks assigned by the city according to Conclusion No. 175-KL/TU of the Standing Committee of the Da Nang City Party Committee on the construction and development of Ngu Hanh Son district until 2025, with a vision to 2030; resolutely and effectively implementing solutions to accelerate progress, complete investment procedures, construction progress and disbursement of public investment capital according to the allocated State budget public investment capital plan for 2024...

With the drastic participation in the direction and management of the leaders of Da Nang City, in the first 4 months of 2024, the units focused on reviewing the projects that have been constructed for acceptance and payment. At the same time, urging the projects being implemented, taking advantage of favorable weather, speeding up the construction progress to have the volume of disbursement. The sectors coordinated with the investors to assess the implementation progress, promptly propose solutions, and specify the responsibilities of the heads of related units in resolving difficulties and problems of the projects.

Mr. Nguyen Minh Huy, Director of the Traffic Project Management Board of Da Nang City, shared that, identifying the difficult task, the City Traffic Project Management Board held a meeting to discuss solutions and set disbursement targets for each quarter and each month... Thereby, focusing on directing the review of completed projects; currently still continuing to accept for payment, aiming to achieve 90% of the total project value according to regulations.

At the same time, the unit urged the projects being implemented, took advantage of favorable weather, accelerated construction progress to have the disbursement volume. In the remaining months, especially the milestone of June 30, 30% must be disbursed, on average, over 100 billion VND must be disbursed each month.

For example, in the Northwest Axis 1 project (section from Hue intersection to Oncology Hospital, section from Ho Tung Mau to National Highway 1A and section connecting Nguyen An Ninh from National Highway 1A intersection to the railway), with a disbursement value of more than 614 billion VND. Meanwhile, the capital plan for 2024 allocates 150 billion VND. The Board is urging contractors to focus on human resources, motorbikes, and equipment to construct the remaining items within the scope of no site clearance issues, expected to be completed in May 2024. For the Le Thanh Nghi - Cach Mang Thang Tam - Thang Long - access road to Hoa Xuan bridge project and the Wastewater collection system project in Hoa Xuan area, Cam Le district, the implementation progress is being accelerated...
