Meeting to collect opinions
Regarding the Vinh Hy Luxury Resort project (Vinh Hai commune, Ninh Hai district, Ninh Thuan province) with a scale of 64.65 hectares to be built in Nui Chua National Park, the authorities of Ninh Thuan province have just released information to the press about the environmental impact assessment (EIA) report of this project.
According to the Department of Natural Resources and Environment (TN&MT) of Ninh Thuan, the Vinh Hy Luxury Resort project of Syrena Vietnam Investment and Development Joint Stock Company (Syrena Vietnam Company) used and converted 11.58 hectares of land of Nui Chua National Park.
Therefore, according to the Law on Environmental Protection, the Ministry of Natural Resources and Environment will be the agency to appraise and approve the project's EIA. After working with the consulting unit to prepare the EIA, Syrena Vietnam Company sent it to the Ministry of Natural Resources and Environment to post on the electronic information portal and consult the community according to regulations.
The public consultation period ended on September 26, 2023 and the Ministry of Natural Resources and Environment will send the consultation results to the investor.
According to the Department of Natural Resources and Environment of Ninh Thuan, in addition to the Ministry of Natural Resources and Environment consulting on the electronic information portal as above, the EIA consultation of the project will be carried out in the form of organizing meetings to collect opinions from the community and individuals directly affected by the environmental impacts caused by the project's activities.
In addition, the investor must also consult in writing with agencies and organizations directly related to the project, such as the People's Committee of the commune, state agencies assigned to manage areas with sensitive environmental factors, etc.
Ninh Thuan Department of Natural Resources and Environment said that according to information from Syrena Vietnam Company, in early November 2023, the company will coordinate with Vinh Hai Commune People's Committee to organize a consultation meeting to collect opinions from the community and individuals directly affected by the project's activities.
After that, the project investor will send a document to the competent authority of Vinh Hai commune and the Management Board of Nui Chua National Park for consultation. Based on the consultation results, the investor will summarize, explain the consultation results and complete the project's EIA to submit to the Ministry of Natural Resources and Environment for appraisal.
Consultation with the Vietnam Commission for UNESCO
Regarding the conversion of forest use to other purposes at the Vinh Hy Luxury Resort project, the Department of Agriculture and Rural Development (DARD) of Ninh Thuan said that the total area of this project is 64.65 hectares.
To implement the project, Syrena Vietnam Company must change the purpose of use of 11.58 hectares of special-use forest in plots 2, 3, 5 of sub-zone 150, belonging to the service - administrative subdivision, forest area managed by the Management Board of Nui Chua National Park.
Of these 11.58ha of forest, there are currently 10.6ha of natural forest and 0.98ha of planted forest. The authority to approve the policy of changing the purpose of use of these 11.58ha of forest to another purpose belongs to the Prime Minister.
According to the Department of Agriculture and Rural Development of Ninh Thuan, the Vinh Hy luxury resort project is consistent with the province's socio-economic development orientation; investment law; master plan for national defense arrangement; land use planning and planning; and national forestry planning.
In addition, during the implementation of the project procedures, the Provincial People's Committee directed the Nui Chua National Park Management Board and related units to consult the Vietnam Commission for UNESCO and MAB Vietnam, the national focal point of UNESCO in Vietnam.
Because the Vinh Hy Luxury Resort project is being implemented in the service - administrative subdivision of Nui Chua National Park and is located in the buffer zone of the Nui Chua World Biosphere Reserve recognized by UNESCO.
Ninh Thuan Department of Agriculture and Rural Development has not yet provided information on the results of consultation with the above agencies.
Regarding replacement forestation, the Department of Agriculture and Rural Development of Ninh Thuan province said that Syrena Vietnam Company committed to fulfilling its obligation to replace 11.58 hectares of forest by paying money to the Ninh Thuan Provincial Forest Protection and Development Fund.
In addition to contributing to increasing budget revenue and creating jobs for the locality, the Department of Agriculture and Rural Development believes that the implementation of the Vinh Hy Luxury Resort project "will create a highlight for tourism in Ninh Thuan province" and "contribute to enhancing the role and promoting the value of forest and marine resources of Nui Chua National Park".
