On December 4, Quang Binh Provincial Police said that the working group of the Department of Investigation Police on Corruption, Economic Crimes, Smuggling, and Environmental Crimes, the Provincial Police presided over and coordinated with Quang Ninh District Police and Truong Xuan Forest Ranger Station (Quang Ninh District) to discover a case of illegal hunting and transportation of wild animals.
Accordingly, at around 4:00 p.m. on December 3, the above forces were patrolling and controlling the inter-commune road of Truong Xuan, in Khe Ngang village (Truong Xuan commune) when they discovered a car with license plate number 73C-000.69 running on the road with suspicious signs, so they signaled to stop the vehicle to check.
Through inspection, the authorities determined that the driver of the car was Tran Huu Minh Duc (born in 2002, from Rao Tru village, Truong Xuan commune, Quang Ninh district). The person also in the car was Ho Chum (born in 1991, from Hang Chuon - Na Lam village, Truong Xuan commune, Quang Ninh district).

At the same time, the authorities also discovered a live animal hidden in the car, a wild and very rare mountain goat.
After that, the Quang Ninh District Police also fought to clarify the group of people including Ho Chum and Ho Than (born in 2001, in Hang Chuon - Na Lam village, Truong Xuan commune) who hunted this wild mountain goat and sold it to Tran Huu Nhan (born in 1974, in Rao Tru village, Truong Xuan commune) and Tran Huu Minh Duc was the transporter. Currently, Quang Ninh District Police are handling the case according to the provisions of law.
It is known that the serow, with the scientific name Naemorhedus milneedwardsii, is an animal of the bovine family, belonging to the even-toed order, endemic to Southeast Asia, mainly the Indochina peninsula, in countries such as Vietnam, Laos, Cambodia, Thailand and Myanmar.
The goat belongs to group IB according to Decree 06 on management of endangered, precious and rare forest plants and animals and implementation of the Convention on International Trade in Endangered Species of Wild Fauna and Flora.
In Vietnam, the number of mountain goats is decreasing due to frequent hunting and trapping, and the narrowing and fragmentation of their habitat. This species has been listed in the Vietnam Red Book and is considered rare and endangered.
