Ninh Thuan strives to inventory and clear land for two nuclear power plant projects

According to Mr. Nguyen Thanh Long, the Ninh Thuan 1 and 2 Nuclear Power Plant project is a national key project with very urgent progress, the implementation time is completed within 5 years, therefore the resettlement work to implement the project has always received special attention from the Central Government, directing and supporting the application of two special policies approved by the National Assembly in Resolution No. 189/2025/QH15 dated February 19, 2025, creating high consensus among people in the project implementation area.

Besides these advantages, there are also many difficulties for Ninh Thuan province, which is the large area of land that must be recovered to serve the construction of Ninh Thuan 1 and 2 Nuclear Power Plants, nearly 1,500 households must be relocated and resettled; while the "race" for time to complete site clearance in 2025. The People's Committees of Ninh Hai and Thuan Nam districts are urgently focusing on directing the mobilization of human resources and technical equipment to conduct an inventory of land, assets, structures, crops, etc. to ensure compliance with legal regulations.

The Ninh Thuan Provincial Project Management Board for Investment, Construction and Development is also coordinating with relevant departments, branches, units and localities to review, update and adjust the planning of residential areas and component projects in the resettlement project to have a basis to submit to the National Assembly for approval of investment policy adjustments in May 2025.

In Thuan Nam district, the total land area to be recovered for the Ninh Thuan 1 Nuclear Power Plant project and its component projects is over 494.49 hectares. Of which, the plant construction area is over 418 hectares, the resettlement area is 64.85 hectares; the cemetery area is 10.82 hectares and the water supply system is 0.34 hectares. The total number of families to be relocated for the construction of the plant is 617 households, including 2,910 people.

In Ninh Hai district, the total land area to be recovered for the Ninh Thuan 2 Nuclear Power Plant project and its component projects is more than 464.32 hectares. Of which, the plant construction area is 381 hectares, the resettlement area is 54.39 hectares, the existing residential improvement area is 7.37 hectares, the resettlement area is 21.36 hectares and the booster pump station is 0.2 hectares. The total number of families to be relocated for the construction of the plant is 844 households, including 2,319 people.

Regarding compensation and support for land acquisition to implement the project, Mr. Nguyen Thanh Long said that the total estimated compensation and support for land acquisition to implement the Ninh Thuan 1 Nuclear Power Plant project and its component projects is more than 5,280 billion VND. Of which, more than 624 billion VND is for land compensation, more than 672 billion VND for architectural compensation, relocation of graves, 4.82 billion VND for tree and crop compensation, more than 3,403 billion VND for career conversion support combined with other support and 576 billion VND for site clearance and contingency costs.

The total estimated compensation and support for land acquisition to implement the Ninh Thuan 2 Nuclear Power Plant project and its component projects is over VND4,747 billion. Of which, there is over VND981.63 billion for land compensation, over VND420.5 billion for compensation for architectural works and relocation of graves, VND787.4 billion for compensation for trees and crops, nearly VND1,887 billion for support for career conversion combined with other support and VND696.79 billion for site clearance and contingency costs.

Up to this point, localities are still conducting field inventory, but initial survey results show that an estimated 1,153 households need to be allocated resettlement land. Accordingly, the resettlement area of Ninh Thuan 1 Nuclear Power Plant in Vinh Truong village, Phuoc Dinh commune, Thuan Nam district has a total area of 64.85 hectares, divided into 601 plots of land for housing construction. Meanwhile, the resettlement area of Ninh Thuan 2 Nuclear Power Plant in Thai An village, Vinh Hai commune, Ninh Hai district has a total area of 54.4 hectares, divided into 628 plots of land for housing construction.

Not only Mr. Nguyen Han, Head of Thai An village, Vinh Hai commune, Ninh Hai district - where the Ninh Thuan 2 Nuclear Power Plant project is located, but also many people here expressed their consensus when the state reclaimed land to build a national key project, developing the socio-economy of the country and the locality.

Speaking to CAND Newspaper reporters, Major Pham Van Dung, Chief of Vinh Hai Commune Police, said that the government and relevant agencies are focusing on inventorying land, assets, trees, crops, etc. in the field, and local people are very cooperative. Vinh Hai Commune Police will also strive to ensure security and order so that the site clearance work for the construction of the Ninh Thuan 2 Nuclear Power Plant project can be completed on schedule.

These days, the Ninh Thuan Provincial Project Management Board for Construction Investment and Development is coordinating with the People's Committees of Ninh Hai District, Thuan Nam District and related departments, branches and units to focus on shortening the time for inventorying land, assets, trees, crops, etc. of people at the two Ninh Thuan 1 and 2 Nuclear Power Plant projects, to ensure completion of site clearance in 2025.

In particular, compensation, support and resettlement work is always focused on implementing the special policy mechanism approved by the National Assembly in Resolution No. 189/2025/QH15 dated February 19, 2025, ensuring timely, satisfactory and legal compensation, support and resettlement, and people soon stabilize their lives in resettlement areas" - Mr. Nguyen Thanh Long shared more.
