Resolutely fight corruption and negativity

Pursuant to the provisions of Clause 2, Article 80 of the Law on Promulgation of Legal Documents, on November 23, 2023, Secretary General of the National Assembly, Head of the Office of the National Assembly Bui Van Cuong announced Resolution No. 103/2023/QH15 dated November 9, 2023 of the National Assembly on the Socio-Economic Development Plan for 2024, approved at the 6th Session of the 15th National Assembly.

Regarding the general objective, the Resolution continues to prioritize growth associated with consolidating and maintaining macroeconomic stability, controlling inflation, and ensuring major balances of the economy.

Promote and create more positive changes in implementing strategic breakthroughs, restructuring the economy associated with growth model innovation, improving productivity, quality, efficiency, competitiveness and endogenous capacity of the economy.

Focus on removing institutional and policy bottlenecks; unblocking resources; effectively handling obstacles to develop stable, safe, healthy and sustainable markets; improving the effectiveness of organizing the implementation of laws, policies and public service.

The National Assembly voted to pass the Resolution on the Socio-Economic Development Plan for 2024 on the afternoon of November 9.

Accelerate the implementation of key and important national strategic infrastructure projects. Promote administrative reform, improve the investment and business environment; increase the attraction of social investment and public-private partnership; have specific mechanisms and policies to create breakthroughs in selectively attracting foreign investment, especially in emerging industries and fields, ensuring connectivity with the domestic economic sector, creating a driving force for growth.

Pay attention to comprehensive and synchronous development of cultural, social, educational and health sectors on par with economic development; focus on ensuring social security, sustainable poverty reduction, improving the material and spiritual life of the people. Take care of policy beneficiaries. Strictly manage and effectively use land and resources, protect the environment, proactively prevent and combat natural disasters, and respond to climate change.

Continue to improve and build a streamlined, effective and efficient apparatus, streamline the payroll in conjunction with restructuring and improving the quality of the staff, civil servants and public employees. Continue to promote administrative and judicial reforms, resolutely prevent and combat corruption, negativity and waste.

Consolidate and strengthen national defense and security, maintain independence, sovereignty and territorial integrity; ensure political security, social order and safety; improve the effectiveness of foreign affairs and international integration; do a good job of information and propaganda work, create social consensus; maintain a peaceful and stable environment and create favorable conditions for national development.

Maintain macroeconomic stability, control inflation

The National Assembly basically approved the tasks and solutions submitted by the Government, the Supreme People's Court, the Supreme People's Procuracy, the State Audit Office and the National Assembly agencies, and at the same time requested the Government and relevant agencies to well perform the following main tasks and solutions:

Prioritize promoting economic growth, maintaining macroeconomic stability, controlling inflation, and ensuring major economic balances. Continue to operate monetary policy proactively, flexibly, promptly, and effectively.

Strengthening the capacity for analysis and forecasting, grasping the situation, and having timely, appropriate, and effective policy responses to newly arising issues.

Closely monitor the developments in the world and regional economic situation, prices, and inflation, especially the development of energy prices, to plan and operate appropriate monetary policies; harmoniously balance interest rate reduction and exchange rate stability. Strengthen inspection and supervision to ensure stability in the monetary and credit markets; continue to strive to reduce interest rates and simplify administrative procedures to increase access to and absorption of credit capital, focusing on priority areas and growth drivers.

There are specific solutions to promptly overcome shortcomings and limitations, accelerate the implementation progress and disbursement of public investment capital from the beginning of 2024, especially key and important national projects, national target programs...

Strengthening financial and budgetary discipline; strictly managing state budget revenue, ensuring correct, sufficient and timely collection; maximizing the exploitation of remaining revenue sources and having solutions to nurture effective and sustainable revenue sources; thoroughly saving expenditures, especially regular expenditures; strictly controlling deficits, public debt, government debt, and national foreign debt within allowable limits; studying and continuing to exempt, reduce, and extend taxes, fees, land rents, and debt restructuring; promulgating and promptly implementing appropriate and effective policies related to global minimum tax...

The National Assembly proposed to continue reviewing and perfecting institutions, laws, mechanisms and policies in conjunction with improving the effectiveness and efficiency of law enforcement; promoting the reduction and simplification of administrative procedures and business regulations. Notably, it is necessary to: Strengthen discipline and order, improve coordination between levels, sectors, localities, agencies and units in the work of building, promulgating, reviewing, inspecting and implementing legal documents.

Focus on cutting and simplifying administrative procedures and business regulations; prevent the emergence of new inappropriate and unfeasible business procedures, regulations, technical standards and norms to facilitate and reduce compliance costs for people and businesses.

Promote the construction and development of a synchronous and modern strategic infrastructure system, especially the expressway system, upgrading airports, ports, urban infrastructure, and inter-regional infrastructure; promote investment progress, ensure the construction quality of expressway projects, and strive to complete the target of having over 3,000km by 2025.

There are solutions to prioritize investment attraction, promote the fastest implementation of projects and works to develop, transmit and distribute electricity, especially renewable energy, to ensure sufficient electricity supply for production, business and people's lives; urgently issue a mechanism for direct electricity purchase and sale.

Accelerate the implementation of the Rural and Mountainous Areas and Island Power Supply Program for the 2021-2025 period. Continue to shift the development of traditional telecommunications infrastructure to digital infrastructure. Actively implement criteria and standards on commercial infrastructure, including criteria for rural commercial infrastructure for the 2021-2025 period.

Along with that, focus on effectively and substantially restructuring the economy in conjunction with growth model innovation, enhancing endogenous capacity, improving competitiveness, developing rapidly and sustainably; promoting the development of digital economy, green economy, circular economy, e-commerce, emerging industries and fields, new and effective business models.

Proactively respond to climate change, water security, natural disaster prevention and control, strengthen resource management and environmental protection; harmoniously resolve the relationship between economic development and environmental protection.

Focus on implementing the Land Law (amended) and related laws after they are passed by the National Assembly and come into effect.

Promote regional linkage development, strictly implement national, regional and provincial planning; accelerate and improve the quality of urbanization and urban economy.

Continue to improve and build a streamlined, effective and efficient apparatus; further promote the work of preventing and combating corruption, negativity, waste, and group interests; tighten administrative discipline and order.

Strengthen and consolidate national defense and security potential, firmly protect independence, sovereignty, territorial integrity and unity; ensure political security, social order and safety.

Synchronously, comprehensively and effectively deploy foreign affairs and international integration activities; effectively exploit opportunities from partnerships and free trade agreements; maintain a peaceful and stable environment and create favorable conditions, attract resources to serve national development, consolidate and enhance Vietnam's prestige and international position.

Strengthen information and propaganda, especially policy communication, improve the effectiveness of mass mobilization work, and create social consensus.

Main targets, Resolution:

1. Gross domestic product (GDP) growth rate from 6.0 - 6.5%.

2. GDP per capita is about 4,700 - 4,730 US dollars (USD).

3. The proportion of processing and manufacturing industry in GDP reaches about 24.1 - 24.2%.

4. Average consumer price index (CPI) growth rate 4.0 - 4.5%.

5. Average social labor productivity growth rate is 4.8 - 5.3%.

6. The proportion of agricultural labor in the total social labor force reaches 26.5%.

7. The rate of trained workers is about 69%, of which those with degrees and certificates is about 28 - 28.5%.

8. Unemployment rate in urban areas below 4%.

9. The poverty rate (according to multidimensional poverty standards) decreased by more than 1%.

10. The number of doctors per 10,000 people is about 13.5 doctors.

11. The number of hospital beds per 10,000 people is about 32.5 hospital beds.

12. Health insurance participation rate reached 94.1% of the population.

13. The rate of communes meeting new rural standards reached 80%.

14. The rate of collection and treatment of urban solid waste meeting standards and regulations reaches 95%.

15. The rate of industrial parks and export processing zones in operation with centralized wastewater treatment systems that meet environmental standards is 92% .
