Many universities are expected to stop considering transcripts for admission from 2025. Meanwhile, many schools have not used this method for many years.

Recently, Mr. Nguyen Ngoc Trung, Vice Principal of Ho Chi Minh City University of Education , said that in previous years, academic transcript scores were used to independently consider admission to the school (10% of the target) or in combination with competency assessment test scores (30-40% of the target). However, from 2025, the school will not use academic transcript results for either of these methods.
The reason is that under the new program, each student will choose and have a transcript score in different combinations, so this admission method is no longer suitable. Instead, the specialized competency assessment exam will be one of the school's main admission methods in 2025.
Similarly, in 2025, the National Economics University plans to maintain the same three admission methods as in 2024, but with adjustments to the quota for each method. The National Economics University has been abolishing the consideration of high school transcripts since 2024. Previously, this group of candidates accounted for about 10-15% of the quota.
According to the school's explanation, the reason for removing this method is because over the years, the school has realized that most of the excellent students in specialized schools (the group eligible for admission based on their academic records) are eligible for admission based on international certificates or their own exam scores. Therefore, removing the consideration of academic records will reduce the virtual rate, because a candidate can use many methods.
At Hanoi University of Science and Technology , in 2025, the school said it would maintain three stable admission methods: talent selection, thinking assessment test results, and high school graduation exam results. For many years, this school has not considered admission based on academic records. Before 2022, the school only used academic records as a condition for admission based on high school graduation exam scores and thinking assessment. However, in the past 2 years, the school has also dropped this requirement.
Ho Chi Minh City National University also said that it will eliminate two admission methods from 2025, including priority admission and member school-specific methods, and only have three admission methods. Previously, the priority admission method was applied to students of 149 high schools nationwide, usually based on academic records and awards.
Although some schools have not announced their 2025 enrollment plans, they still agree to say "no" to admission based on academic records, such as Hanoi Medical University.
The reason why many schools decide not to consider transcripts is because they are concerned that transcript scores from high schools are often uneven and have a large gap. This leads to unfairness in admission.
Meanwhile, some schools are also expected to reduce their enrollment quotas based on high school transcripts in 2025, such as Ho Chi Minh City University of Industry and Trade (reserving about 20% of the quota, a 10% decrease compared to 2024).
On the side of the Ministry of Education and Training, previously at the 2024 Higher Education Conference, Minister Nguyen Kim Son said that early admission has a negative impact on general education at the final stage of this level.
Students who have met the requirements to be admitted to university through early admission will not continue studying, which is very harmful. In addition, this will cause the remaining quota for admission to be small, making the admission score very high, creating inequality in the opportunity to enter good universities.
