Thanh Hoa is one of the first provinces to implement the service of certifying electronic copies from originals on the provincial administrative procedure settlement information system. This is a new step forward that brings many practical benefits to people and officials in handling administrative procedures, contributing to promoting administrative reform, especially administrative procedure reform in the province.
Officials of the Department of Receiving Documents and Returning Results of the People's Committee of Truong Thi Ward (Thanh Hoa City) guide citizens to perform the service of certifying electronic copies from the original.
Truong Thi is the ward with the largest number of electronic certified copies among the 34 wards and communes of Thanh Hoa City. According to statistics on the Thanh Hoa Provincial Administrative Procedures Information System, from June 15 to September 1, 2024, Truong Thi Ward has performed 1,533 electronic certified copies. Compared to paper copies, electronic copies bring many practical benefits not only to people and businesses but also to authorities at all levels. Mr. Nguyen Thanh Trung, a civil servant of the People's Committee of Truong Thi Ward, said: “The procedure for certifying an electronic copy from the original is not complicated. When organizations and citizens use this service, the person performing the certification will check the original, electronically take a photo of the original, enter the certification of the copy from the original and perform a digital signature, then transfer it to the competent authority for certification and update it in the certification book. For citizens, it is only necessary to certify once but can be used many different times. If citizens unfortunately lose the original, the electronic copy is still as valid as the original and can be used for a long time without having to be reissued, because the electronic copy has been stored in the database of each citizen on the system. For officials, civil servants and public employees, handling administrative procedures is also more convenient because the copy has been digitally signed, making it easy to check the integrity and accuracy to handle the next procedure.”
The certification of electronic copies from the original is done on the Thanh Hoa Provincial Administrative Procedures Information System, so people can use it anytime, anywhere. Mr. Nguyen Huu Cuong, Kim Tan Town (Thach Thanh) came to certify his passport at the document reception and result delivery department of Truong Thi Ward People's Committee and said: "With an electronically certified copy, people only have to pay the cost once, for one certified copy but can use it for many online documents, instead of each document having to have a separate certified copy as before. Therefore, it will save a lot of effort, time and implementation costs; the work is also resolved more quickly, bringing convenience and satisfaction to people and businesses when resolving administrative procedures".
From July 1, 2020, the whole country began to implement the service of certifying electronic copies from the original on the National Public Service Portal. After the provinces and cities completed the provincial-level administrative procedure settlement information system and ensured smooth operation, the Government Office issued Official Dispatch No. 6332/VPCP-KSTT on implementing the service of certifying electronic copies from the original on the provincial-level administrative procedure settlement information system. Thereby, creating convenience for people and officials and civil servants in the implementation process such as: allowing online payment; issuing both electronic and paper copies in parallel, in which the electronic copy is saved in the electronic data management warehouse of organizations and individuals on the provincial administrative procedure settlement information system, connecting with the electronic data management warehouse of the National Public Service Portal for sharing and reuse.
In order to ensure the smooth and effective authentication of electronic copies from the original, the Thanh Hoa Provincial Public Administration Service Center has upgraded and completed the Thanh Hoa Provincial Administrative Procedures Information System and coordinated with the Government Office and relevant units to put the service into operation on the system from June 17, 2024. Along with that, the center has organized training courses and provided professional guidance to officials of the Justice Department of the People's Committee at the district level and judicial and civil status officials of the People's Committee at the commune level in the whole province. The Department of Justice, the Justice Department of districts, towns and cities have disseminated, disseminated and guided the team of officials, civil servants, public employees, people and businesses to actively implement. With the active and responsible participation of all levels and sectors from the province to the ward and commune levels, from June 17, 2024 to October 1, 2024, the Thanh Hoa Provincial Administrative Procedure Information System generated more than 22,000 results of electronic copy certification from the original. The use of electronic copies is one of the important contents for performing administrative procedures in the electronic environment and is an important source of data, ensuring legal value converted from paper records to electronic records to serve organizations and citizens in performing administrative procedures and online public services.
Deputy Director of the Provincial Public Administration Service Center Nguyen Tuan Hoa said: “Digital transformation has been and is being promoted from the central to local levels. Therefore, the certification of electronic copies from the original according to Decree No. 45/2020/ND-CP of the Government is an inevitable trend and Thanh Hoa province is taking the lead in implementing it. When using electronic certified copies, people and businesses can perform completely online for the majority of administrative procedures that have been provided in the electronic environment, eliminating the need to submit certified copies and present paper copies to verify the documents. This is very necessary in handling administrative procedures. When the electronic certified copy service is strongly deployed, it will be a "lever" to help Thanh Hoa move closer to the process of building a digital government. Therefore, in addition to the efforts of all levels and sectors, the cooperation of the people is needed for Thanh Hoa to soon achieve the set goals".
