Along with the strong development of information technology, the use of electronic invoices (E-invoices) brings many benefits to people, businesses and tax authorities. Clearly identifying this, in recent times, the Provincial Tax Department has effectively carried out propaganda and mobilization work to encourage people and businesses to form the habit of getting invoices when purchasing goods and services. In particular, the most prominent is the implementation of the "Lucky Invoice" program, which has encouraged and created opportunities to win prizes, and has been welcomed and participated by many people.
Thanh Hoa Tax Department launches the "Lucky Invoice" numbering program for the fourth quarter of 2023.
Electronic invoices in general and the "Lucky Invoice" program in particular being implemented by the tax sector not only contribute to promoting the development of e-commerce and digital business, but also bring many benefits, such as saving costs on printing, storage, resources, and environmental protection... In order for the program to take place in a public and transparent manner, the Provincial Tax Department submitted to the Provincial People's Committee to establish a council to supervise the lucky draw program in accordance with regulations. Along with that, the Provincial Tax Department also focuses on promoting propaganda work in many forms, such as: posting information on the website of the Provincial Tax Department, sending open letters to taxpayers, widely informing on the media... to promptly inform taxpayers about the program with the message "get an invoice when purchasing goods and services"... As a result, the program received an enthusiastic response from taxpayers in the province.
As of early January 2024, the Provincial Tax Department has successfully organized 7 lucky invoice drawing sessions, with a total prize value of up to billions of VND, awarded to more than 300 lucky winners. Specifically, individuals and business households when purchasing goods and services and receiving electronic invoices with codes from tax authorities and electronic invoices with codes from cash registers will have the opportunity to receive valuable prizes of the program, including one first prize worth 10 million VND, 3 second prizes each worth 5 million VND, 5 third prizes each worth 3 million VND and 35 consolation prizes each worth 2 million VND. For sellers, when their customers are lucky enough to receive the program's prize, the enterprise, organization, or business household that issues that invoice also has the opportunity to be introduced, promote its image... thereby attracting more customers. In particular, each consumer's habit of receiving invoices will be a decisive factor in helping to promote the speed of modernization and digitalization of tax management of the tax industry.
Ms. Le Thi Nga, Xuan Thanh commune (Tho Xuan), a lucky customer who won the first prize of the program, shared that she was very surprised when the tax authority announced that she won the first prize in the "Lucky Invoice" program in the fourth quarter of 2023. For her, the program has created a highlight in propaganda work, using prizes to encourage and create habits for consumers. At the same time, it helps buyers understand that keeping invoices is very necessary.
The "Lucky Invoice" program, in addition to creating a habit for buyers to ask sellers to issue invoices for a chance to win valuable prizes, also contributes to promoting sellers to comply with the State's tax policies and laws. When buyers request sellers to issue invoices when purchasing goods and services in accordance with legal regulations, it not only helps buyers have the opportunity to win valuable prizes, but also contributes to promoting sellers to comply with the State's tax policies and laws. In addition, by issuing invoices when purchasing goods, consumers will also ensure their own rights when problems arise in commercial transactions such as product warranties, after-sales services, disputes, complaints about product quality, etc.
Ms. Huynh Thi Quynh Nhu in Thanh Hoa City said that she knew that the tax department has been implementing the "Lucky Invoice" program for many years, so whenever she buys anything anywhere, she always gets an invoice. On the other hand, this is a procedure to check the prices of goods being sold in the market. And luckily, during a purchase at Thanh Hoa Pharmaceutical - Medical Supplies Joint Stock Company, she had an invoice that won the second prize of the program.
Along with the “Lucky Invoice” program, Thanh Hoa Tax Department also simultaneously deploys electronic invoices with codes from tax authorities generated from cash registers for businesses with direct-to-consumer business models. Forming the habit of getting invoices when purchasing goods and services is both to protect the rights of buyers and to have the opportunity to become the owner of lucky invoice codes of the “Lucky Invoice” program.
