The literacy program is one of the important tasks in improving people's knowledge, reducing multidimensional poverty and developing the economy and society. In Ca Mau province, the policy of supporting funding to encourage people to participate in literacy training has opened up many new opportunities, contributing to narrowing the gap in ethnic minority areas.
Question: I am living in an ethnic minority area and would like to attend a literacy class. What is the current support policy for people living in ethnic minority areas to attend literacy classes?

Answer: According to Resolution No. 11/2023/NQ-HDND dated July 7, 2023 of the People's Council of Ca Mau province, the financial support policy for participants in the literacy program is specifically stipulated as follows:
- Applicable subjects: People aged 15 and over living in ethnic minority areas participating in the literacy program according to regulations.
This is a policy to encourage people to participate in literacy training to improve their educational level and create conditions for socio-economic development.
- Support level: 500,000 VND/person/completed semester.
- Benefits of participating in literacy programs: Participants in literacy classes can improve their educational level, enhance their communication skills and access employment opportunities. Literacy helps increase efficiency in production, business and participation in community activities.
- Funding source for implementation: Funding is guaranteed from the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2030 period, Phase I: from 2021 to 2025; local budget and other legal sources.
Participation process:
Step 1: Contact the Commune People's Committee to register for the literacy program.
Step 2: Complete the semesters according to the prescribed program.
Step 3: Receive financial support after completing the semester.

Literacy program objectives
According to the Literacy Eradication Program issued with Circular No. 33/2021/TT-BGDDT dated November 26, 2021 of the Minister of Education and Training, the Literacy Eradication Program provides learners with basic and necessary knowledge and skills to:
- Help students form and develop key qualities with specific manifestations: love for homeland and country, awareness of preserving national cultural identity, awareness and responsibility for themselves, family and community.
- Help students initially form general abilities, develop language abilities in all reading, writing, speaking and listening skills at a basic level: read text correctly and fluently; understand the content and main information of the text; make connections and comparisons outside the text; write correct spelling and grammar; write some sentences, paragraphs, and short essays; speak clearly; understand the speaker's opinions.
- Contribute to the formation and development of mathematical capacity with the following requirements: performing simple thinking operations; selecting mathematical operations and formulas to present and express content, ideas, and problem solving methods; using mathematical language, simple mathematical tools and means to perform simple mathematical learning tasks.
- Help students gradually form and develop natural science capacity through observation and experimentation, apply and synthesize knowledge and skills to solve problems in life; know how to respect the laws of nature, know how to behave with nature in accordance with the requirements of sustainable development of the environment and society. Form and develop social science capacity through the ability to perceive social science, learn about society and apply the knowledge and skills learned to self-study, explore oneself, the community, society, analyze and solve problems in the social field.
- Help students form and develop technology and information technology capacity through activities: technology awareness; technology use; use and management of information and communication technology; application of information and communication technology in learning and self-study.
