Using professional measures, the authorities identified the mentally ill man as Le Xuan Lam (born in 1976, in Hoa Binh 1 commune, Tay Hoa district, Phu Yen province).

" On that basis, we coordinated with the Hoa Binh 1 Commune Police to determine Mr. Lam's home address and connected with his relatives, " Captain Nguyen Van Giang informed.

Earlier, at around 8:00 a.m. the same day, Tay Giang Commune Police received a report from traders at San Market in Ta Giang 2 Village, Tay Giang Commune about an elderly man lying motionless in the trading area for many hours.

Upon inspection, the commune police determined that the man was from another locality, was not mentally alert, and was curled up due to hunger and cold. The police then notified medical staff to come and examine him, and mobilized the surrounding people to give the man food and warmth.

At the time of discovery, this man had no identification papers on him, and could not remember anything about his home address or relatives or family. He only remembered his name was Le Xuan Lam, and that while he was lost, he bought a puppy for 200,000 VND to keep him company. When he was lying motionless at the market, he was still holding the puppy in his arms.

Through the man's voice and name, Tay Giang Commune Police determined that he was either from the province or from Phu Yen province.

Search results by name on the National Population Database of the two provinces yielded nearly 50 cases with the same name and over the age of 50. Tay Giang Commune Police used the method of elimination as well as comparing information and images and contacting each case to verify.

The functional forces of Tay Giang commune (Tay Son district, Binh Dinh) supported the mentally ill man to be taken to the headquarters for care.
