Mr. Vi Xuan Huong (born in 1979) - Party cell secretary and village head of Kim Quang (Quang Tho commune) shared: “I am the third generation of Lao Thung people in Kim Quang village, with grandparents who migrated from Laos nearly a century ago. Although we do not forget our roots and origins, my extended family always believes that this is also our homeland, a place where we are closely attached to each other. Therefore, since being elected as village head (in 2005) and then Party cell secretary and village head (in 2015 until now), I have always devoted myself to contributing my efforts, time and intelligence to become a bridge between the Party's will and the people's hearts and join hands to build a beautiful, rich and prosperous homeland".
Being an ethnic minority and living in a remote area, Vi Xuan Huong had a strong will to strive early, had good political awareness and was considered the pride of the villagers. When he was young, in addition to studying hard, he also actively participated in social activities. Therefore, he matured early and was honored to be admitted to the Party at the age of 20 (in April 1999).
After completing 2 years of military service at Regiment 841, Provincial Military Command (1999 - 2001), he returned to his hometown to build a family and continue to participate in grassroots activities. From those "foundations", Mr. Vi Xuan Huong was trusted and elected as a village cadre, becoming an active nucleus of the Party, an extended arm of the government, a place where people place their trust.

Mr. Ha Van Yen - Secretary of the Quang Tho Commune Party Committee (former official of Huong Quang Commune) recalled: “More than a decade ago, Kim Quang village (old) was a place of deep forests and mountains, located in the current Ngan Truoi - Cam Trang lake area. At that time, the lives of 195 households/700 people (of which more than 1/3 were Laotian) were always in a state of deprivation in all aspects, nearly 75% of families were poor, people mainly relied on trapping animals, collecting wood, and burning bees to make a living.
At that time, comrade Huong and the village cadres organized and implemented well the Party and State's policies on ethnic minorities and support for remote areas to eliminate hunger and reduce poverty. He always wondered how to help people raise awareness, take care of production, improve their lives, limit alcohol consumption, reduce bad habits, and reduce deforestation...
Mr. Huong often supports and helps households in the village when they have important events.
In 2013, when the Party and the State implemented the policy of relocating people to implement the multi-functional project of Ngan Truoi - Cam Trang, the dynamic village chief promoted his role and responsibility at the most important time. In addition to taking the lead and setting an example in carrying out everything, he also went to each person's house to propagate and mobilize them to sacrifice their own interests and move towards the common goal.
He is also a bridge, a right-hand man of the government in all aspects of work, especially in counting assets, grasping developments, removing obstacles, ensuring security and order, maintaining security and order; a bridge to convey the thoughts and aspirations of the people to the higher authorities... Thanks to that, 100% of households in the village agreed to relocate to the Hoi Trung resettlement area to build a prosperous life like today.
Mr. Huong came to each house, reminding each person to uphold the spirit of solidarity, be aware of building the homeland, be responsible in protecting the border and fostering solidarity with neighboring countries.
As a core political nucleus at the grassroots level, Mr. Vi Xuan Huong is always aware of taking care of and building a great solidarity bloc in residential areas, a strong and comprehensive grassroots level. With his role and responsibilities, he also regularly propagates, mobilizes, and encourages all classes of people, especially Lao ethnic people, to actively participate in social activities and strengthen the grassroots Party organization.
Thanks to that, the Fatherland Front and mass organizations (farmers' association, women's association, youth union, veterans' association...) in the village operate more and more practically and effectively, always ranking at the top of the commune; Kim Quang village Party cell has been ranked as excellent in completing its tasks for many consecutive years, the number of party members has increased every year and currently 8/9 party members are ethnic minorities.
Mr. Huong's extended family called to visit relatives in Bolikhamxay province to maintain blood ties and further foster the Vietnam - Laos friendship.
In particular, as a border village, with a large number of ethnic minorities living there, with uneven awareness and difficult lives, he always reminds people to seriously grasp the Party and State's viewpoints on foreign policy, strictly comply with regulations when crossing the border to visit relatives, and strengthen intra-ethnic ties and foster Vietnam-Laos solidarity.
In the days after the recent autumn rains, Mr. Vi Xuan Huong seemed busier with the village's work. Taking advantage of the cool weather and the farmers' leisure time, he and the village executive committee organized campaigns to take care of flower beds, trim ornamental plants, collect household waste, clear village roads, tidy up flag lines, clean up the grounds of the guild hall, dredge drainage canals, and encourage villagers to tidy up model gardens...
To make the village green - clean - beautiful, to become a livable countryside in the border area, from early morning until dark, Mr. Huong always works hard, talking and working, ready to join the villagers in taking care of common work. This is also a familiar image, the daily work of the Laotian village chief during 18 years of participating in social work in this border area.

During the implementation of the work, Mr. Vi Xuan Huong discussed thoroughly with the Party Committee, the village executive committee, consulted with the organizations, promoted the spirit of democracy to the fullest, put the interests of the collective and the interests of the people first. Thanks to that, in 10 years of resettlement in Hoi Trung, Mr. Vi Xuan Huong mobilized about 45,000 working days and hundreds of millions of VND to upgrade the essential infrastructure system, build green fences, and beautify the village...
Thereby, the previously remote and poor land has become a prosperous countryside, full of flowers. Kim Quang became one of the first border villages in Ha Tinh to become a model residential area at the provincial level (in 2018).
Mr. Huong encouraged the family of Mrs. Nguyen Thi Xanh (Lao, wearing striped shirt) to combine building a model garden with developing the family economy.
During a decade of living in a new place, Mr. Vi Xuan Huong has always played a leading role, a core nucleus in all fields and activities. In particular, his mark of responsibility is clearly shown in stabilizing the mindset, motivating 94 households/398 people (52 households/270 people are Lao) to adapt to the new living environment, mobilizing resources to build the homeland, orienting people to develop production, reminding every household to "settle down, have a career", focus on raising good children, building an increasingly better life...
Mr. Le Van Luc - Chairman of the Farmers' Association of Quang Tho commune said: "Kim Quang village currently has 22 model gardens with an income of 50 million VND/year or more, 27 fruit tree growing models with an area of 0.5 ha or more, 10 households raising buffaloes and cows with a scale of over 5 heads, 86 households growing 2-3 hectares of raw acacia... The average income per capita of the village reaches 42 million VND/year (an increase of 32 million VND compared to when moving to the new place), only 3 poor households are still under social protection."
