Economic diplomacy needs to focus on promoting new growth drivers

The conference was held in person and online at the Government headquarters with Vietnamese representative agencies abroad and People's Committees of provinces and centrally run cities.

Attending the conference were Deputy Prime Minister Tran Luu Quang; ministers, heads of ministerial-level agencies, government agencies; leaders of ministries, branches, central agencies; Chairmen of People's Committees, leaders of provinces and centrally-run cities; leaders of business associations, industries and leaders of representative agencies.

Attending the conference at Lao Cai bridge point were comrade Hoang Quoc Khanh, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; leaders of a number of provincial departments and branches.

According to the assessment at the conference, in the first 6 months of 2024, economic diplomacy has been implemented methodically and effectively, making a substantial contribution to socio-economic development. Economic diplomacy has contributed to maintaining a favorable foreign situation for national development and promoting the attraction of resources to serve growth drivers. At the same time, it has contributed to consolidating growth drivers through reviewing the implementation of recently signed trade liberalization agreements, upgrading existing agreements and proactively negotiating new agreements.

Government leaders, ministries, sectors and localities actively met with foreign corporations to mobilize high-quality investment, develop green economy, and promote the resolution of difficulties to ensure a favorable business environment.

Research and strategic advisory work serving socio-economic management continues to be focused on, closely following the country's development requirements, especially research work serving the drafting of documents for the 14th Party Congress, the socio-economic development plan for the 2026-2030 period is one of the top priorities.

Foreign Minister Bui Thanh Son emphasized five key tasks of economic diplomacy in the last six months of the year. First of all, it is necessary to synchronously and effectively implement diplomatic activities, create political trust, and create a favorable environment to attract resources for socio-economic development.

Continue to review and deploy international cooperation mechanisms, resolutely resolve difficulties, and increase concretization into specific programs, projects, and major commitments.

Continue to promote traditional growth drivers, create new growth drivers, strengthen market diversification, diversify partners, promote free trade cooperation with new partners. Focus on information, guidance, and support for domestic enterprises to adjust production and business activities in accordance with new international practices. Promote science and technology diplomacy, innovation, promote science and technology cooperation, expand space for economic development. Effectively utilize resources and intellectuals of Vietnamese people abroad.

Promote international economic integration and cooperation, ensure national interests, and prepare well for multilateral foreign affairs activities of Party and State leaders.

Further enhance the sensitivity, timely advise, detect new trends, major trends of the world and regional economic situation, update economic management experience of other countries; advise sectors and localities to adapt to new trends of the international economy.

At the conference, Vietnamese Ambassadors to various countries said that the diplomatic activities of our Party and State leaders since the beginning of the year have been highly appreciated by these countries and expressed their desire to further deepen cooperation with our country. Ambassadors to various countries also informed about factors affecting Vietnam's economy in the last 6 months of 2024; proposed measures to promote traditional growth (investment, trade, tourism); and promoted economic diplomacy to create breakthroughs in new growth drivers, science and technology and innovation.

Concluding the conference, Prime Minister Pham Minh Chinh emphasized that in the last 6 months of the year, the Government sets a target of economic growth higher than 6.5% - 7%, so it is necessary to make the most of growth drivers.

The Prime Minister requested diplomatic missions to focus on connecting and attracting investment in areas that create new growth drivers such as digital economy, green economy, sharing economy, and circular economy.

Continue to promote political and diplomatic relations, creating a favorable environment for economic development. Promote the connection of world economies with our country's economy, world enterprises with Vietnam, and localities of our country with localities of countries around the world.

The Prime Minister also directed businesses and localities to further improve the quality and appearance of products, specialties and traditional goods, and to focus more on green products according to the requirements of countries and markets around the world. Businesses connect with diplomatic agencies to convey our capacity and ability to supply products to the world, focusing on what the world needs.

Ministries and sectors guide development, plan raw materials and development areas so that goods are competitive and in line with world trends. Grasp information and propose timely policies in the spirit of always being ready, timely, strict and effective. Continue negotiating and signing free trade agreements, perfecting the legal framework, and promoting export goods.

Diplomatic missions closely monitor the situation of defense measures of other countries to promptly remove obstacles for domestic enterprises. Detect opportunities and take advantage of all opportunities for national development. Effectively exploit resources while protecting the legitimate rights and interests of Vietnamese people abroad.

In the first 6 months of 2024, Lao Cai province's economic diplomacy has achieved some positive results.

Lao Cai province focuses on building and developing neighboring diplomatic relations, focusing on implementing many practical and effective foreign affairs activities at many levels and in many fields. Foreign affairs activities under the three pillars of Party diplomacy, State diplomacy and People's diplomacy are implemented simultaneously and actively, creating the premise and basis to promote trade and economic cooperation between Lao Cai province and Yunnan province, China.

Continue to effectively implement the signed cooperation contents, and sign the Appendix to extend the Cooperation Framework Agreement between Lao Cai province and the Nouvelle Aquitaine region (France).

Lao Cai province organized a delegation led by the Chairman of the Provincial People's Committee to visit and work in Japan.

In addition, Lao Cai province has been actively strengthening exchanges and connections with the embassies of Korea, Thailand, India... in Vietnam, connecting and seeking cooperation opportunities with partners such as corporations, enterprises, international organizations, and large financial institutions to enhance investment, trade, and tourism promotion in the province.

The proportion of goods cleared through Lao Cai international border gate has been increasing steadily and accounting for an increasingly large proportion. In the first 6 months of 2024, the total value of import - export, purchase and sale, and exchange of goods through border gates is estimated at 1,506.14 million USD, an increase of 51.55% over the same period in 2023.
