Specifically, based on the content of Official Dispatch No. 1376/CD-TTg dated December 17, 2023 of the Prime Minister, the Provincial People's Committee has a document assigning to departments, branches and district-level People's Committees as follows:
+ General tasks: The Provincial People's Committee requests provincial departments, branches and district People's Committees to implement the tasks and solutions issued by the Provincial People's Committee in Official Dispatches No. 2855 dated April 14, 2023; No. 4632 dated June 13, 2023 and No. 10114 dated November 27, 2023; at the same time, urgently disseminate to each unit, civil servant and public employee to seriously implement the Prime Minister's instructions in Official Dispatch No. 280/CD-TTg dated April 19, 2023; resolutely not to let the situation of evasion, shirking responsibility, slow procedure settlement affect the progress of real estate projects .
+ Regarding specific tasks, the Provincial People's Committee assigns departments and branches:
Department of Construction: Guide and urge the district-level People's Committees to accelerate the establishment and approval of plans, especially construction plans and urban plans as a basis for implementing projects, especially housing development projects, paying attention to the planning of social housing and workers' housing projects. Publicize and introduce land funds for investment in social housing construction according to regulations. Take the lead in coordinating with the Southeast Economic Zone Management Board , district-level People's Committees and other relevant units to hire consulting units to establish, adjust and supplement the housing development program of Nghe An province for submission for appraisal and approval according to regulations.
Focus on urging the effective implementation of the Project "Investing in the construction of 1 million social housing apartments for target groups in the period of 2021-2030" and the VND 120,000 billion credit program for projects to build social housing, housing for workers, renovate and rebuild apartments. Strengthen urging to speed up the progress of social housing projects that have been reported and registered for completion in 2024 with the Ministry of Construction. If there are any legal problems under the authority of any agency, propose that agency to focus on removing and resolving them according to regulations.
Departments of Natural Resources and Environment, Department of Finance: According to their functions and tasks, coordinate with relevant agencies to proactively advise on the settlement of problems within their authority. If necessary, report to the Provincial People's Committee for direction; focus on further accelerating the progress of land allocation and land lease procedures; determine land prices, promptly implement real estate projects, in which priority is given to accelerating the progress of industrial real estate projects, social housing, housing for workers and be responsible to the Chairman of the Provincial People's Committee if there are any delays, affecting the progress of investment projects. In case of any problems, advise the Provincial People's Committee to send a document to the Ministry of Natural Resources and Environment for timely guidance and resolution.
Department of Planning and Investment: Focus on further accelerating the progress of handling procedures for reviewing, compiling statistics, and synthesizing the list of real estate projects being implemented in the area, classifying and identifying legal difficulties, causes and competent authorities to resolve (if any) and advising the Provincial People's Committee to direct according to regulations. Quarterly, summarize the results of handling and removing difficulties and obstacles for projects in the area according to authority and for obstacles beyond authority, advise the Provincial People's Committee to send to the Prime Minister's Working Group. Announce and publicize the list of real estate projects that must select investors by bidding so that businesses can proactively research, register to participate, and propose investment.
Management Board of the Southeast Economic Zone : Focus on speeding up the progress of investment procedures; review, compile statistics, and summarize the list of real estate projects being implemented in the area under the authority of the unit to approve investment policies; classify and identify legal difficulties, causes and competent authorities to resolve (if any), advise the Provincial People's Committee to direct competent agencies to focus on handling. Quarterly summarize the results of handling, removing difficulties and obstacles for projects in the area according to authority and obstacles beyond the authority of the Provincial People's Committee.
Similarly, for the District People's Committee: Implement the establishment and approval of planning, especially construction planning, urban planning as a basis for implementing projects, commercial housing, social housing projects, and worker housing. Publicize and introduce land funds for investment in social housing construction according to regulations. Coordinate with departments, branches and sectors to speed up the settlement of investment procedures, construction, site clearance, land allocation, land price determination, and promptly implement real estate projects.
The Provincial People's Committee requests directors of departments, branches, heads of relevant agencies, and chairmen of district-level People's Committees to seriously implement this. The Department of Construction is the focal agency, synthesizing and reporting on the implementation status to the Provincial People's Committee quarterly and ad hoc when requested.
