Nghe An proposes to add 1 more passenger station in high-speed railway project

At the review session of the investment policy for the high-speed railway project, Chairman of Nghe An Provincial People's Committee Nguyen Duc Trung proposed to study the addition of an additional passenger station between Vinh station and Thanh Hoa station to ensure the distance, creating a driving force for the development of the Nam Thanh - Bac Nghe regional connection.

On the evening of November 4, the National Assembly's Economic Committee held a session to review the investment policy of the North-South high-speed railway project. Comrade Vu Hong Thanh - Member of the Party Central Committee, Chairman of the National Assembly's Economic Committee chaired the session.

Attending the review session, Nghe An provincial leaders included comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee.

On October 19, 2024, the Government issued Document No. 685/TTr-CP on the investment policy for the high-speed railway project on the North-South axis to the National Assembly.

Briefly presenting the Proposal, the leader of the Ministry of Transport stated that the project has its starting point in Hanoi (Ngoc Hoi station) and its ending point in Ho Chi Minh City (Thu Thiem station) with a total route length of about 1,541 km.

The project passes through 20 provinces and cities, including: Hanoi, Ha Nam, Nam Dinh, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Tri, Thua Thien - Hue, Da Nang, Quang Nam, Quang Ngai, Binh Dinh, Phu Yen, Khanh Hoa, Ninh Thuan, Binh Thuan, Dong Nai, Ho Chi Minh City.

Investment scale: Construction of a new double-track railway line, gauge 1,435 mm, design speed 350 km/h, load capacity 22.5 tons/axle; construction of 23 passenger stations, 5 freight stations; high-speed railway for transporting passengers, meeting dual-use requirements for national defense and security, and can transport goods when necessary.

Preliminary land use demand is about 10,827 hectares. Preliminary total investment is about 1,713,594 billion VND (about 67.34 billion USD). According to the Government's proposal, the project will be invested by public with capital from the central budget arranged in medium-term periods, local capital contributions, mobilized capital with low costs and few constraints...

The Government proposes to conduct a project feasibility study report in 2025-2026; start construction in late 2027 and strive to basically complete the route in 2035.

In Nghe An, the project is about 85km long through the province from Km210 - Km295; passing through 5 districts and towns: Hoang Mai, Quynh Luu, Dien Chau, Nghi Loc, Hung Nguyen.

The railway station is located in Hung Tay commune, Hung Nguyen district, west of Vinh bypass, east of North-South expressway, convenient for connecting to the administrative center of Nghe An province via the 72m Vinh - Cua Lo route.

Through discussion, delegates highly appreciated the Government, especially the Ministry of Transport, for organizing research and presenting a detailed and detailed dossier with many documents for delegates to refer to and study.

Basically agreeing with the need to invest in project construction, some delegates also suggested that it is necessary to clarify the basis for project establishment; carefully evaluate the socio-economic efficiency, especially the financial efficiency of the project; have plans and solutions to master technology, localize high-speed railway construction technology, and avoid dependence on foreign technology.

In addition, some opinions suggested that it is necessary to continue reviewing and supplementing land funds to carry out compensation, support, resettlement, site clearance for project implementation; overcoming shortcomings and limitations of Vietnam's railway transport system...

Speaking at the review session, Comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee emphasized that during the process of developing the Pre-Feasibility Study Report, Nghe An province coordinated with the Ministry of Transport and the Ministry of Planning and Investment to fully participate in providing opinions and recommendations. Nghe An province highly agreed with the content of the report on the investment policy for the high-speed railway project on the North-South axis that the Government submitted to the National Assembly.

Sharing the local reality when implementing important national projects, the Chairman of the Provincial People's Committee said that the investment policy should not be too detailed, as this will facilitate the implementation of the project later.

Emphasizing that the province will seriously implement the investment policy, especially the site clearance work, comrade Nguyen Duc Trung proposed to study and add 1 more passenger station between Vinh station and Thanh Hoa station in the investment policy at this stage, the station can be located in Nghi Son Economic Zone (Thanh Hoa) or Hoang Mai town (Nghe An), thereby ensuring the distance, creating development momentum for the Nam Thanh - Bac Nghe regional connection.

The reason, according to Chairman of the Provincial People's Committee Nguyen Duc Trung, is that the distance between Thanh Hoa station and Vinh station is currently about 130km, nearly double the average distance of a station on the entire route, which is 67km.

Concluding the meeting, Chairman of the Economic Committee Vu Hong Thanh said that he will fully synthesize opinions to study, absorb, and complete the content of the Verification Report before submitting it to the National Assembly Standing Committee for comments at the next meeting.

After giving opinions, the National Assembly Standing Committee will submit the project to the National Assembly for consideration and decision on investment policy at the ongoing 8th session of the 15th National Assembly.
