Banks support customers affected by storms and floods

The conference was also connected to the bridge of 26 State Banks in provinces and cities affected by storm No. 3.

Speaking at the opening of the Conference, Governor of the State Bank Nguyen Thi Hong said that Storm No. 3 is the strongest storm in the past 70 years on land, a super storm with great destructive power, wide impact, with 26 localities severely affected. The storm has directly impacted the economy, according to statistics up to September 17, the damage to the economy is more than 50,000 billion VND, forecast to reduce economic growth rate by 0.15%.

These days, the storm and flood have passed, but there are still many images of localities struggling to stabilize people's lives. For the banking sector, businesses and people who are customers of credit institutions were heavily affected by the storm, leading to difficulties in repaying debts and not meeting new loan conditions... Statistics show that the outstanding debt of credit institutions affected by storms, floods and landslides is about 100,000 billion VND.

Governor Nguyen Thi Hong said that recently, the Party and State have paid much attention and given many instructions, and the Government and the Prime Minister have directly directed and taken drastic measures to respond to and overcome the consequences caused by the storm. The Prime Minister has issued 10 official dispatches, and the Government has held conferences with localities to find solutions to overcome the storm.

On the part of the State Bank, the State Bank has taken urgent and drastic action, immediately issued a document requesting credit institutions to proactively review outstanding debts affected by storm No. 3, proactively implement solutions such as interest exemption and reduction, debt extension and deferral, etc., and coordinate with localities to support businesses and people.

In addition, credit institutions have also contributed to social security work launched by the Vietnam Fatherland Front with nearly 40 billion VND. In addition, the functional departments and agencies of the State Bank have also quickly taken action, working with localities and credit institutions to discuss solutions to support people and businesses. The State Bank has also organized a conference on this issue.

On September 17, the Government issued Resolution No. 143/NQ-CP on key tasks and solutions to urgently overcome the consequences of storm No. 3, quickly stabilize the people's situation, promote the recovery of production and business, actively promote economic growth, and control inflation well.

According to the Governor, the State Bank is assigned two tasks, which are to, based on the provisions of Clause 4, Article 147 of the Law on Credit Institutions 2024, report to the Prime Minister in September 2024 on the classification of assets, the level of risk provisioning, the method of risk provisioning and the use of risk provisions to handle risks to support customers facing difficulties and losses due to the impact of storm No. 3.

At the same time, direct credit institutions to proactively calculate support plans, restructure debt terms, maintain debt groups, consider exempting or reducing interest rates for affected customers, develop new credit programs with appropriate interest rates, and continue to provide new loans to customers to restore production and business after the storm in accordance with current legal regulations.

Therefore, the State Bank organized a conference to discuss quick solutions to support businesses and people. Credit institutions rely on their own resources and "health" situation to have appropriate support policies to help people stabilize their lives after natural disasters and floods.

At the conference, Deputy Governor of the State Bank of Vietnam Dao Minh Tu also highly appreciated and commended banks for actively and enthusiastically implementing support packages/programs for people and businesses affected by storm No. 3 to overcome difficulties and restore production and business.

According to the Deputy Governor, the support programs offered by banks are very positive, with the spirit of "the more damage, the more support" while proactively introducing many new lending policies, proactively reducing interest rates for old loans and making new loans; many small-scale banks also participate very actively... That shows that banks are very interested in the instructions of the Government, the Prime Minister and the State Bank, demonstrating the responsibility of banks towards customers, the community and society.

The Deputy Governor said that the guiding viewpoint of the banking sector is that the whole sector shows the spirit and responsibility to share the difficulties of people and businesses after the storm and flood. Commercial banks, using their own resources from profits, strive to reduce costs to waive interest rates, defer debts, and restructure repayment terms. Depending on their capacity, banks implement appropriate support programs, provide timely and targeted support, and accompany customers. Each credit institution must proactively seek out customers, in the spirit of "If you say you must do it, if you commit, you must do it", avoiding the story of "if you want to borrow at low interest rates, go on TV", and must implement synchronously from the head office to the branches.
