Major mobile operators such as Megafon, MTS, Rostelecom and Tele2 were affected, leaving users with difficulty accessing platforms such as Google, YouTube, Telegram, WhatsApp and TikTok.

Messaging apps like Telegram and a number of independent news sites have played a key role in providing information about the Russia-Ukraine conflict, becoming alternative sources of information to state media outlets.
Some Telegram news channels suggested that Roskomnadzor, Russia's communications watchdog, may have been responsible for the outage, but the agency has since explained that the outage was a temporary disruption and that service was quickly restored.
The incident has also raised concerns about the control of the Internet in Russia and the impact of censorship on people's access to information. Russia has previously conducted tests of disconnecting its national network from the global Internet to ensure stable operation in case of isolation. Russia's new Internet law requires service providers to build independent networks to maintain operations when disconnected from the outside world.
