Today, February 14, Circular 29 of the Ministry of Education and Training regulating extra teaching and learning has officially taken effect and requires all schools and teachers to strictly implement it. However, some teachers have wondered if they do not participate in extra teaching, do not register to teach extra at any center, but have a few relatives entrusting them to "tutor" no more than 5 students, is that okay?
In response to this question, Mr. Ho Tan Minh, Chief of Office of the Department of Education and Training of Ho Chi Minh City, affirmed that Circular 29 does not prohibit extra teaching and learning, but rather puts extra teaching and learning into a framework and complies with regulations. Extra learning for development and lifelong learning is necessary, but it must be determined that learning is completely voluntary.

Teachers are allowed to teach extra classes but must do so at a facility that is registered for business according to regulations. And it cannot be said that tutoring 2-3 students or teaching small groups of students is not required to teach extra classes or register. If you teach extra classes outside of school, you must follow the regulations.
According to Circular 29 on extra teaching and learning of the Ministry of Education and Training, public school teachers are not allowed to participate in the management and operation of extra teaching outside of school. The Circular does not prohibit teachers from giving extra teaching but must comply with regulations.
Specifically, teachers are only allowed to teach at places that have registered their business in accordance with the law (business households, tutoring centers) licensed by the Department of Planning and Investment or the People's Committee of Thu Duc City, districts and towns.
In this case, if the teacher has a private home or a room that meets the conditions for individuals or organizations to rent to organize extra teaching and learning, the teacher is allowed to teach here like other centers.
In addition, the Chief of Office of the Department of Education and Training reminded that when teaching extra classes, teachers should note not to teach extra classes to primary school students, except in the following cases: art training, physical education, life skills training; Do not teach extra classes for money outside of school with regular students.
Mr. Ho Tan Minh said that the People's Committee of Ho Chi Minh City has assigned the Chairman of the People's Committee of Thu Duc City and districts the following tasks:
- Responsible for managing extra teaching and learning activities in the area.
- Direct the Department of Education and Training to guide, organize or coordinate with relevant agencies to organize inspections of extra teaching and learning activities in the management area; Handle according to authority or propose competent authorities to handle violations.
- Direct the People's Committees at the commune level to monitor and inspect compliance with legal regulations on working hours, overtime hours and legal regulations on security, order, safety, environmental sanitation, fire prevention and fighting of organizations and individuals providing extra teaching and learning outside of school in the area.
Currently, the Department of Education and Training of Ho Chi Minh City has drafted regulations on extra teaching and learning in Ho Chi Minh City and is seeking opinions from departments and branches to submit to the Ho Chi Minh City People's Committee to issue guidelines on extra teaching and learning.
