Despite his old age, with the help and guidance of his children and the spirit of continuous learning, Mr. Nguyen Van Du, Dong Cuong commune (Yen Lac) has skillfully used applications on smartphones to serve the needs of entertainment, information search, connection, and communication with relatives and friends.
Mr. Du said: “I have a child working in Ho Chi Minh City. Through my smartphone, I can often call, chat, and see my child, which helps ease my longing. In addition, I often use my phone to read books, newspapers, watch entertainment programs, search for information about health care; use the bank's digital application to check my pension account and pay monthly electricity and water bills...”.
When carrying out administrative procedures at the "one-stop shop" of the People's Committee of Khai Quang Ward (Vinh Yen), Ms. Vu Thi Hien was enthusiastically guided by the ward officials on how to submit documents online. Thanks to that, she quickly completed the submission of documents without having to go through many steps of declaration and printing copies of documents to submit as before.
Ms. Hien said: “At first, I thought that doing the online procedure would be very complicated, but after doing it under the guidance of the staff, I found it quite simple and convenient. Later, if I need to do similar procedures, I can completely submit them online myself.”
In the context of widespread digital transformation, popularizing digital knowledge not only helps people exploit the benefits of technology but also contributes to improving labor productivity, promoting creativity and improving the quality of life.
This is also an important premise for building high-quality digital human resources, improving competitiveness, meeting the province's development requirements in the new period, creating a foundation to promote widespread digital transformation.
Recognizing that, in recent years, Vinh Phuc has focused on promoting propaganda work, raising people's awareness of the meaning of digital transformation; encouraging people to participate in the digital transformation process, investing, equipping, using computers, smartphones connected to the internet and accessing and using digital applications and digital services.
100% of communes, wards and towns in the province have built propaganda models on digital transformation; 1,240 community digital technology groups were established and merged with Project 06 Working Groups with the participation of nearly 9,900 members, playing an important role in propaganda work, raising people's awareness of digital transformation and guiding and supporting people to install and use digital technology to serve essential needs.
From a clear awareness of the meaning of digital transformation and being supported and popularized with digital skills, more and more people are ready to accept new technologies and new values brought by digital transformation, becoming active participants in the digital transformation process.
Currently, the province has more than 1.3 million mobile phone subscribers; about 290,000 fixed broadband internet subscribers and 1.1 million mobile broadband internet subscribers. In addition, more than 762,000 electronic identification accounts have been activated; more than 176,000 people have created accounts on the province's administrative procedure settlement information system.
The rate of citizens aged 15 and over having transaction accounts at banks or other licensed organizations reached 68%; more than 96% of the population in the province had their data created and updated on the Personal Electronic Health Record System; monthly pension and social insurance benefits paid without cash reached nearly 90%; non-cash social security payments reached more than 73%; the rate of online administrative procedure submission reached about 63%.
On November 18, 2024, General Secretary To Lam directed the launch and implementation of the "Popular Digital Education" movement with a focus on popularizing basic knowledge of digital transformation to all classes of people, with the expectation of becoming a breakthrough in raising awareness and digital skills, especially for those in remote areas or those who do not have access to technology.
Inspired by the "Popular Education" movement initiated by President Ho Chi Minh in 1945 to eradicate illiteracy and improve people's knowledge, the "Popular Digital Education" movement carries the mission of "eradicating digital illiteracy", popularizing digital skills, narrowing the digital gap, forming a community that adapts to digital transformation, helping all people to grasp and master digital technology effectively, thereby participating more deeply in the digital economy and digital society.
The "Digital Literacy for All" movement has important and deeply humane significance for the country's development, demonstrating the determination of the Party and State in the development of a digital nation, digital government, digital economy, and digital society.
In order for the movement to be deployed widely and effectively, Vinh Phuc continues to thoroughly grasp, raise awareness, responsibility, and participation of the entire political system in implementing the movement; promote propaganda, raise awareness, encourage people to self-study, foster, improve digital knowledge and skills, proactively participate in the digital space, thereby contributing to promoting the overall development of the homeland and the country.
At the same time, strengthen the organization of training courses, improve digital skills for people; promote the role of Community Digital Technology Teams in implementing the "Popular Digital Education" movement, deploy specific and practical activities to help people access technology and digital devices in a simple, easy-to-understand way, based on real-life needs...
