On the afternoon of January 30, the Center for Quality Certification and Enterprise Development (under the Vietnam Union of Science and Technology Associations - Vietnam Union of Associations) organized a training workshop on preparing greenhouse gas emission inventory reports for more than 120 enterprises in the North.
The workshop was organized with the aim of supporting businesses in achieving the goals of emission reduction, green transformation, towards sustainable production as well as enhancing their role and responsibility in participating in the implementation of greenhouse gas emission reduction according to the roadmap. At the same time, it will disseminate and guide the provisions of the law and documents related to regulations on greenhouse gas emission inventory; support mechanisms for implementing emission reduction obligations through carbon credit trading floors, carbon credit offset mechanisms will be applied on a trial basis from 2025. From there, it aims to support businesses in achieving the goals of emission reduction, green transformation, towards sustainable production.
Through the workshop, businesses will better understand the importance of implementing climate change response activities, guide businesses on methods and ways to build greenhouse gas inventory reports, inventory methods to support businesses and production facilities to simplify implementation methods and shorten the time to calculate greenhouse gas emissions at the facility to ensure compliance with the provisions of the Law on Environmental Protection 2020.
In particular, enterprises under Decision No. 01/2022/QD-TTg of the Prime Minister on promulgating the list of sectors and facilities emitting greenhouse gases must conduct greenhouse gas inventories. Reducing greenhouse gas emissions is an irreversible trend, especially if Vietnamese enterprises want to compete in the global market.
In his opening speech, Dr. Nguyen Ngoc Kim Anh, Permanent Vice President of the Scientific Council - Center for Quality Certification and Enterprise Development, said that climate change is one of the serious problems and a big challenge for all of humanity. The main reason is that greenhouse gas emissions have not shown a decreasing trend in recent years. If this situation continues to increase, it will aggravate changes in the global climate as well as cause negative impacts on nature and humans.
At the COP26 Conference, Vietnam was one of the countries that announced a target of net zero emissions by 2050. Compared to the 2020 Nationally Determined Contribution (NDC 2020), the updated 2022 NDC (NDC 2022) Vietnam increased its unconditional emission reduction contribution to 2030 from 9% to 15.8% and its conditional contribution from 27% to 43.5% (compared to the BAU scenario).

Along with the Law on Environmental Protection 2020, the Government has issued Decrees and Decisions such as Decree No. 06/2022/ND-CP regulating the reduction of greenhouse gas emissions and ozone layer protection; Decision No. 01/2022/QD-TTg promulgating the list of sectors and facilities emitting greenhouse gases that must conduct greenhouse gas inventories; Circular No. 01/2022/TT-BTNMT detailing the implementation of the Law on Environmental Protection on climate change response...
Dr. Nguyen Ngoc Kim Anh said that in order to implement the regulations on climate change response in the Law on Environmental Protection 2020 and the committed targets towards reducing greenhouse gas emissions, according to regulations, enterprises will have to provide operational data and information for greenhouse gas inventory before March 31, 2023 and by 2024, grassroots units will have to inventory greenhouse gases; organize periodic greenhouse gas inventories every two years and send them to the Provincial People's Committee before March 31 from 2025.
"This activity aims to carry out the task of inventorying greenhouse gas emissions for businesses, adapting to climate change, providing solutions for efficient energy use for businesses, and protecting the environment, approved by the Vietnam Union of Science and Technology Associations and the Ministry of Science and Technology. Reducing greenhouse gas emissions is an irreversible trend, especially if Vietnamese businesses want to compete in the global market," shared Dr. Nguyen Ngoc Kim Anh.
Implementing regulations on climate change response in the Law on Environmental Protection 2020 and the committed targets towards reducing greenhouse gas emissions, the Government has issued Decrees and decisions such as Decree No. 06/2022/ND-CP regulating greenhouse gas emission mitigation and ozone layer protection; Decision No. 01/2022/QD-TTg promulgating the list of sectors and facilities emitting greenhouse gases that must conduct greenhouse gas inventories; Circular No. 01/2022/TT-BTNMT detailing the implementation of the Law on Environmental Protection on climate change response. According to regulations, enterprises will have to provide operational data and information for greenhouse gas inventory before March 31, 2023, and by 2024, grassroots units will have to inventory greenhouse gases; organize periodic greenhouse gas inventories every two years and send them to the provincial People's Committee before March 31, starting from 2025. Enterprises on the list must proactively review and provide information on total energy consumption and operating capacity to the Ministry of Natural Resources and Environment to synthesize and report to the Prime Minister for consideration and decision on adjusting and updating the list. |
