(NLDO) - Referring to the policy of restructuring the apparatus, Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen said that policies for affected individuals will be calculated harmoniously and reasonably.


On December 26, the Ho Chi Minh City People's Committee held a conference to review the implementation of socio-economic development tasks in 2024 and to disseminate and deploy tasks in 2025.

Attending the conference were Politburo member, Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen. The Standing Committee of the Ho Chi Minh City People's Committee chaired the conference.

At the conference, leaders of the Ho Chi Minh City Party Committee and People's Committee shared the orientation of streamlining the city's apparatus in the coming time. This is an urgent task in the context of the city and the whole country preparing to enter a new era.

Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen said that on December 28, the Ho Chi Minh City Party Committee will hold an expanded meeting to give opinions on plans to reorganize and streamline the apparatus. Streamlining, effectiveness and efficiency are urgent requirements to restructure the apparatus, preparing for the 14th National Congress of the Party.

Mr. Nguyen Van Nen informed yesterday (December 25), the Politburo also met to discuss policies for affected organizations and individuals to resolve the issue in a balanced, harmonious, reasonable and satisfactory manner.

"There is still overlap in the functions and tasks of the organizations. When reorganizing, a department may be selected for assignment and reorganization, but some people will leave. These issues need to be carefully calculated. This is the common responsibility of the leadership, not just of the affected people," Mr. Nguyen Van Nen emphasized.

According to the Secretary of the Ho Chi Minh City Party Committee, when carrying out the arrangement, there will be a department to calculate, evaluate, select, and reassign. Some people will continue, some will leave, but all must be calculated very carefully. They are the ones who are not at fault in this matter. If there is a backlog in the selection and use of job positions, it is the responsibility of the leaders and directors, not the individual. Therefore, we must treat them very fairly.

Restructuring for efficient operation

Speaking to receive the direction of the Secretary of the Ho Chi Minh City Party Committee, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai directed that departments, branches, and localities, whether they are in need of restructuring or not, need to restructure internally, review procedures, and improve operational efficiency.

Agencies subject to reorganization must identify which regulations and legal documents the Central Government needs to amend to serve the operations of the new apparatus.

"The Minister of Justice has identified that there are about 184 laws and over 200 legal documents that need to be amended to serve the arrangement. We ourselves, as the ones directly involved, must study any amendments that need to be made" - the Chairman of the Ho Chi Minh City People's Committee requested.

Previously, Director of the Department of Home Affairs Vo Ngoc Quoc Thuan said that restructuring the organizational apparatus is one of the important tasks of the city in the following year. Currently, the Department of Home Affairs has advised the Ho Chi Minh City People's Committee on the orientation of reorganizing, merging and consolidating agencies in the area.

It is expected that after the reorganization, Ho Chi Minh City will streamline and reduce 15% of internal organizational units and reduce staff according to the roadmap prescribed by the Central Government.

Accordingly, the city will reduce 6 specialized agencies (from 21 departments to 15 departments). At the same time, reduce 4/8 other administrative agencies, leaving 4 agencies; reduce 3/35 public service units, leaving 32 units. For the People's Committee of Thu Duc City, reduce 2/16 agencies, leaving 14 agencies. For the remaining districts, reduce 2/12 agencies, leaving 10 agencies.

Each square kilometer in Ho Chi Minh City creates added value of more than 848 billion VND.

In 2024, although not meeting the target, Ho Chi Minh City's growth had very impressive results.

The report of the Ho Chi Minh City People's Committee shows that the city's economy will continue to recover in 2024, with growth in each quarter higher than the previous quarter. The first quarter increased by 6.79%, the second quarter increased by 6.53%, the third quarter increased by 7.36%; the fourth quarter is estimated to increase by 7.92%.

The total product in the area GRDP in 2024 is estimated to increase by 7.17% compared to 2023 with a total added value of 1,778 million billion VND, if calculated per km2, it will reach nearly 848.7 billion VND. This result is close to the set plan of increasing from 7.5 - 8%.

According to the Ho Chi Minh City Statistics Office, with the city's area of ​​2,095 km2, the added value from economic activities generated per km2 is nearly VND848.7 billion. This figure in 2023 is VND773.6 billion.
