From August 15, 2023, Circular 24/2023/TT-BCA provides detailed regulations on vehicle registration transfer procedures for cars that have had multiple owners, especially for sales transactions using only handwritten documents. Specifically, the person using the vehicle must go to the agency managing the vehicle registration records to complete the recall and registration transfer procedures.
In case of complete transfer documents: If the buyer has documents of ownership transfer from the previous vehicle owner and from the last seller, the vehicle registration authority will process the procedure within 02 working days. At the same time, the vehicle user may be subject to administrative penalties if he/she does not previously complete the vehicle repossession procedures in accordance with regulations.
In case of insufficient transfer documents: In case of insufficient transfer documents from previous owners, the vehicle registration agency will issue a vehicle use appointment for a period of 30 days. During this time, the competent authority will verify and publicize the information of the registration file to consider whether there are any disputes or complaints related to the vehicle.
After 30 days, if there are no complaints, the vehicle registration authority will complete the name change procedure and handle violations related to failure to complete vehicle repossession procedures on time.
