Prime Minister Pham Minh Chinh requested that in the draft Project to establish the Government Party Committee, it is necessary to study the need to reduce intermediaries, promote decentralization and delegation of power, assign one task to only one person and one person can do many tasks, and assign the best one to whoever does it.
On the afternoon of December 19, Prime Minister Pham Minh Chinh, Head of the Government's Steering Committee summarizing the implementation of Resolution No. 18-NQ/TW on continuing to innovate and reorganize the political system to be streamlined and operate effectively and efficiently, chaired the 5th meeting of the Steering Committee.
Attending the meeting were members of the Party Central Committee, Deputy Prime Ministers, Ministers, heads of ministerial-level agencies, and members of the Steering Committee.

At the meeting, the Steering Committee listened to the report and discussed and gave opinions on the draft Report of the Government Party Committee to the Politburo on the Project to end the activities of the Government Party Committee and establish a Government Party Committee directly under the Central Committee.
According to the previous suggestion and orientation of the Central Steering Committee, the Government Party Committee directly under the Central Committee will include Party organizations in ministries, ministerial-level agencies, agencies directly under the Government and a number of Party Committees in corporations, general companies, and State-owned commercial banks (the Party Committee of the Army and the Party Committee of the Public Security directly under the Central Committee will remain the same as at present).
Concluding the meeting, Prime Minister Pham Minh Chinh assigned the Ministry of Home Affairs (the standing agency of the Steering Committee) to coordinate with relevant agencies to absorb opinions and complete the draft project before submitting it to the Politburo.
In the process of developing and completing the project, the Prime Minister emphasized the need to strictly implement the Party Charter, leadership principles, Party regulations and closely follow the practical operations of the Government.
The Prime Minister requested a summary of the current activities of the Government Party Committee based on Party regulations, assessing the positive and negative aspects.
Based on the political foundation (Party Platform, resolutions), legal foundation (Party Charter), and practical foundation to continue clarifying the role, position, functions, tasks, and powers of the Government Party Committee, as well as the operating principles and working relationships with other agencies in the political system, ensuring direct and comprehensive leadership and direction of all aspects of the work of the Government and its subordinate Party committees.
Along with that, he requested to study and propose the organizational structure, staff and support apparatus of the Government Party Committee to ensure that it is streamlined, strong, effective and efficient, reducing intermediaries and focal points, promoting decentralization and delegation of authority, assigning one task to only one person and one person can do many tasks, and assigning the best one to whoever does it.
Clearly define the position, role, function, task, authority and working relationship of these advisory and support agencies with other agencies; develop job positions, determine job titles and positions...
At the same time, continue to do a good job of political and ideological education, strengthen propaganda, mobilization, and persuasion, creating high unity in the spirit of common interests, national interests, and ethnic interests.
The Prime Minister emphasized the need to combat negativity and "lobbying", ensure legal and legitimate regimes and policies for cadres, civil servants, public employees and workers, and ensure that activities take place smoothly and continuously, without interruption, and continue to complete political tasks during the process of restructuring and streamlining the apparatus.
Also at the meeting, the Steering Committee continued to give opinions to complete the report of the Government Party Committee on the implementation of Resolution 18 to prepare for submission to competent authorities.
