The People's Committee of District 12, Ho Chi Minh City has just issued a document implementing regulations on extra teaching according to Circular 29 of the Ministry of Education and Training.

Accordingly, the People's Committee of District 12 assigned the Department of Education and Training of District 12 to preside over and coordinate with the People's Committees of wards to establish inspection teams for extra teaching and learning activities in the area in February 2025; handle according to authority for organizations and individuals with violations (if any);
Organize to deploy to the principals of public schools, leaders of educational institutions in the district to seriously implement regulations on extra teaching and learning activities.
The document also stated that the People's Committee of District 12 requested the principals of public schools and leaders of educational institutions in the district to thoroughly disseminate Circular 29 and local directives to teachers and school employees, ensuring that 100% of staff, teachers, and employees fully understand Circular 29 and local directives;
The Department of Education and Training of District 12 is responsible to the District People's Committee if there are violations in extra teaching and learning among the management staff, teachers and employees of public schools.
The People's Committee of District 12 also requested principals of public schools and leaders of educational institutions in the district to regularly review and remind school staff and teachers about regulations on extra teaching and learning; coordinate with competent authorities to handle violations (if any) according to regulations;
Heads of units are responsible before the District People's Committee if there are violations in extra teaching and learning among cadres, teachers and employees of the unit.
District 12 People's Committee also assigned the ward People's Committee chairman to be responsible for managing extra teaching and learning activities in the area;
Monitor and inspect compliance with legal regulations on working hours, overtime hours and legal regulations on security, order, safety, environmental sanitation, fire prevention and fighting of organizations and individuals providing extra teaching and learning outside of school in the area...
Regulations on extra teaching of the Ministry of Education and Training
Circular No. 29/2024/TT-BGDDT of the Ministry of Education and Training regulating extra teaching and learning officially takes effect from February 14, 2025. There are some notable points such as:
Do not organize extra classes for primary school students, except in the following cases: training in arts, physical education, and life skills training;
Teachers who are teaching at schools are not allowed to teach extra classes outside of school for money from students that the teacher is assigned by the school to teach according to the school's educational plan;
Teachers in public schools are not allowed to participate in the management and operation of extra-curricular teaching but can participate in extra-curricular teaching.
In addition, the Ministry of Education and Training also stipulates that extra teaching and learning in schools must not collect money from students and is only for students who register for extra classes in each subject as follows:
Students whose final semester subject results are unsatisfactory;
Students are selected by the school to nurture excellent students;
Senior students voluntarily register to review for entrance exams and graduation exams according to the school's educational plan...
