The People's Committee of District 12 has just sent a document to the Department of Education and Training, leaders of educational institutions and the People's Committees of 11 wards on implementing regulations on extra teaching and learning according to Circular 29/2024 of the Ministry of Education and Training. This is also the first locality in Ho Chi Minh City to issue a document implementing this circular.
According to the People's Committee of District 12, based on the provisions of Circular 29 of the Ministry of Education and Training and the official dispatch implementing Circular 29 of the People's Committee of Ho Chi Minh City, the district assigned the Department of Education and Training to base on the provisions of the circular and the directives of the People's Committee of Ho Chi Minh City, the instructions of the Department of Education and Training of Ho Chi Minh City to preside over and coordinate with relevant units to advise the People's Committee of the district to guide and organize the implementation of regulations on extra teaching and learning for schools, organizations and individuals under the management scope in District 12.
The Department of Education and Training of District 12 is responsible for presiding over and coordinating with the People's Committees of wards to establish inspection teams for extra teaching and learning activities in the area in February 2025; and handle according to its authority any organizations or individuals that commit violations, if any.

At the same time, organize the deployment to the Board of Directors of public schools, leaders of educational institutions in the district to seriously implement the regulations on extra teaching and learning according to Circular No. 29, directive documents of the City People's Committee and instructions of the Department of Education and Training. Summarize difficulties and problems arising related to the management of extra teaching and learning; promptly propose to the City and the Department of Education and Training for guidance.
Be responsible to the District People's Committee if there are violations in extra teaching and learning among staff, teachers and employees of public schools.
The People's Committee of District 12 also requested the Board of Directors of public schools and leaders of educational institutions in the district to thoroughly disseminate to school officials, teachers and employees, ensuring that 100% of officials, teachers and employees clearly understand the regulations and instructions related to Circular 29. Regularly review, remind and inspect the implementation of regulations on extra teaching and learning among school officials and teachers; coordinate with competent authorities to handle violations if any according to regulations.

The leaders of District 12 also assigned the chairmen of the People's Committees of the wards to be responsible for managing extra teaching and learning activities in the area. To monitor and inspect compliance with legal regulations on working hours, overtime hours and legal regulations on security, order, safety, environmental sanitation, fire prevention and fighting of organizations and individuals providing extra teaching and learning outside of school in the area.
