To promote the role of the collective economy as one of the important foundations of the entire economy, in addition to raising awareness of the collective economy, focusing on cooperatives; it is necessary to pay attention to building and perfecting policies and laws on the collective economy to suit each stage of development.

It is argued that the market economy not only takes economic benefits as its main goal, but also aims at and values social benefits, especially hunger eradication, poverty reduction, promoting enrichment for members and community development. Therefore, the market economy is a type of economy with profound social and humanistic characteristics. Based on that special meaning and importance, the Resolution of the 9th National Party Congress determined: "The market economy develops with many diverse forms of cooperation, in which cooperatives are the core"; at the same time, "the State economy together with the market economy increasingly becomes a solid foundation of the national economy".
On that basis, Resolution 5 of the 9th Central Committee on continuing to innovate, develop and improve the efficiency of the collective economy was issued. After more than 20 years of implementation, the collective economy sector of our country has basically overcome the prolonged weakness. In particular, cooperatives have basically completed the transformation to a new model according to the provisions of law. The number of newly established cooperatives and cooperative unions has increased significantly, developing more diversely in terms of industries, scale and qualifications, providing better support for members, creating jobs and increasing regular income for workers... However, innovation and improving the efficiency of the collective economy still face many difficulties.
In order to continue to improve the efficiency of the market economy and affirm the important position and role of this economic sector in the national economy, Resolution No. 20-NQ/TW, dated June 16, 2022 of the 13th Party Central Committee on continuing to innovate, develop and improve the efficiency of the market economy in the new period, emphasized: "Developing a dynamic, effective and sustainable market economy, together with the State economy, becomes a solid foundation of the national economy with many models of cooperation and association on the basis of respecting the nature, values and principles of the market economy, attracting more and more farmers, households, individuals and organizations to participate; contributing to improving the income and quality of life of members and households, realizing social progress and justice, promoting rapid and sustainable development of the country, ensuring national defense and security, firmly protecting the Socialist Republic of Vietnam".
For Thanh Hoa, along with the socio-economic development process, the provincial Party Committee and the provincial Party Committee continue to pay attention to and direct the development of the KTTT in the right direction. In particular, focusing on developing the KTTT in both quantity and quality, especially focusing on quality, ensuring harmony in all sectors, fields and localities. At the same time, there are preferential policies for KTTT organizations in the agricultural sector, linking production and business activities with product value chains, applying science and technology, innovation and digital transformation...
After 1 year of implementing Resolution No. 20-NQ/TW, Thanh Hoa province has focused on innovating and perfecting mechanisms and policies to encourage and support the development of collective economy. Typical examples are policies on establishing new cooperatives; policies on training, coaching and fostering human resources; policies on building cooperative models operating under the Law on Cooperatives; policies on building models of agricultural cooperatives applying high technology, with products linked to the value chain (supported 10 models, with a total support budget of 7.5 billion VND); credit policies (loans of 62,762 billion VND have been provided for 188 projects for cooperatives to invest in building infrastructure, machinery and equipment and expanding production and business); policies on trade promotion and market expansion; Land policy (creating conditions for cooperatives to lease land, allocate land to build offices, carry out land consolidation, plot exchange, long-term land lease to build factories, warehouses, drying yards, production...); social insurance policy (425 cooperatives participate in paying social insurance for 2,609 workers, with a total cost of 39.7 billion VND)...

Identified as the core type of collective economy, cooperatives are receiving much attention to develop more and more effectively. Accordingly, along with the implementation of mechanisms and policies, all levels, sectors and localities in the province have paid attention to strengthening the organization and operation of collective economy organizations in accordance with the provisions of the Law on Cooperatives. In particular, effectively implementing the Project on innovation, development and improvement of operational efficiency of cooperatives in the province for the period 2021-2025. Thereby, many cooperatives have proactively innovated production and business plans; improved the quality and scale of commodity production; Applying technology to develop production, business, and build brands... Typical examples include cooperatives such as Phu Loc Agricultural Cooperative, Thieu Hung Agricultural Service Cooperative, Dong Tien Agricultural Mechanization Cooperative, Chung Nghia Commercial Cooperative, Pu Luong Medicinal Herbs Cooperative, Hoang Thanh Electricity Cooperative, Quang Chinh Aquaculture Cooperative... In addition, many cooperatives such as Pu Luong Medicinal Herbs Cooperative, Hoang Dao Clean Commercial Production Cooperative, Truc Phuong Organic Agricultural Products Cooperative, Vi Thanh Seafood Processing Cooperative, Binh Son Agricultural and Forestry Cooperative, Cam Ngoc Honey Cooperative... have built product brands and proactively expanded markets to provinces and cities across the country.
It can be said that thanks to the proactive innovation of production technology, joint ventures and improved management efficiency, many cooperatives have operated effectively, contributing to promoting production, product consumption, job creation, social security, hunger eradication, poverty reduction, and income improvement for workers and cooperative members. Currently, the whole province has 660 cooperatives operating effectively, achieving good and fair grades (accounting for 56% of the total number of cooperatives in operation). Not only increasing in quantity, cooperatives are also diversified in terms of occupations, fields, capital scale, members, with improved quality of operations.

Our Party has identified that developing a market economy is one of the ways to overcome the negative aspects of the market economy. At the same time, it is an important foundation to achieve the goal of "rich people, strong country, democracy, fairness, civilization"; it is the basis for "cooperation" to become a culture and identity in the socialist-oriented market economy in our country... Therefore, in addition to the mechanisms and policies as a "support", the issue for all levels, sectors and localities at this time is to focus on raising awareness for cadres, party members, especially heads of agencies, organizations and the people that developing a market economy is a requirement and an inevitable trend. Only then will the market economy truly be an important economic component, together with the state economy, becoming a solid foundation of the national economy.
