It is noted that in recent years, the traffic order and safety situation in the province has been basically stable and safe. Violations that are the main causes of traffic accidents and affect traffic infrastructure have been focused on and promptly handled, especially violations of alcohol concentration, speeding, overloaded trucks, and extended cargo beds, etc., which have received public attention. To achieve these results, in addition to the synchronous and drastic participation of the entire political system, there is also the consensus and broad support of the masses in ensuring traffic order and safety.

In order to synchronously and uniformly deploy measures and solutions in ensuring traffic order and safety, and improve the effectiveness of ensuring traffic order and safety, the Provincial People's Committee launched the Movement "All people participate in detecting and providing information and images reflecting violations of traffic order and safety laws" to the Traffic Police force for handling according to the provisions of law. The launching of the Movement aims to promote propaganda and mobilize the masses to actively participate in coordinating to ensure traffic order and safety, voluntarily and responsibly coordinate with the functional forces to detect, provide and reflect information and documents, as a basis and basis for verifying and strictly handling violations of traffic order and safety.

Accordingly, people will be guided by the authorities on how to identify violations of traffic safety and order so that the collection and provision of information is accurate, objective, and well-founded, focusing on behaviors that are the main causes of traffic congestion, traffic accidents, and damage to traffic infrastructure and environmental pollution that are of public concern, focusing on violations (passenger cars carrying more people than the prescribed number; picking up and dropping off passengers at the wrong place; cars carrying oversized, overloaded vehicles, vehicles with extended cargo beds, transporting materials that are left to fall; driving in the wrong direction; running red lights; stopping and parking in the wrong place; driving in a zigzag manner, causing disorder in traffic safety, order, and social security).

Identification of violations of traffic order and safety includes: Content of the violation; video clips, images of the violation (recorded by cameras, cameras, smartphones, dash cams mounted on vehicles of organizations, individuals...); time of detection (date, time of violation detection) , route of violation (street name, intersection location, number of kilometers according to road boundary markers, house number...; license plate, characteristics of the vehicle (vehicle type, paint color...) , vehicle owner, vehicle driver (if identified) and other information related to the violation.

After fully recording information about the violation, people contact and report directly to the Provincial Police to receive and process the information; at the same time, provide information about the name, citizen identification number, address, and contact phone number of the provider (the Provincial Police is responsible for ensuring the confidentiality of the identity of the provider) to serve the work of exchanging information and responding (if necessary).

Receiving administrative violations of traffic safety and order is guaranteed 24/7 through information channels such as: Traffic Police Department phone number 0692.549.152, via Facebook account "Bac Kan Traffic Safety", email address "pc67bk@gmail.com" ...,

Propaganda, mobilization and guidance for the people are carried out on mass media, loudspeaker systems at the grassroots level, through social networks Zalo, Facebook..., electronic information portals of agencies, units, localities; publicly posted at headquarters, bulletin boards of agencies, units, organizations and residential areas; printed and pasted logos on public transport; direct propaganda at propaganda sessions, seminars, talks...; integrated into cultural, artistic and social activities of political-social organizations, unions, clubs in residential areas, villages, groups, streets...; hanging banners, images, billboards, posters, propaganda paintings, leaflets, recommendation documents, handbooks, reports, video clips with content guiding people to recognize violations of traffic safety order to provide to functional forces for handling according to regulations.

The Provincial People's Committee requests agencies, units, and localities to disseminate and thoroughly understand the Movement to their subordinate units and all cadres, civil servants, public employees, workers, and the masses under their management; to propagate and mobilize all people to proactively study, learn, and grasp the provisions of the law on traffic safety and order; to strive for each citizen to be a "propagandist" in propagating, disseminating, and mobilizing relatives and families to voluntarily comply with the provisions of the law on traffic safety and order, and to be effective "collaborators" of the functional forces in ensuring traffic safety and order.

The Provincial People's Committee assigned the Provincial Police to coordinate with press and communication agencies to disseminate the results of the handling on mass media and social networks to create a general deterrent and prevention effect, and at the same time respond to the results of the handling (for information sources that ensure accurate identification); strictly handle according to the provisions of law acts of taking advantage of the Movement to provide false, destructive, and negative information. Implement measures according to the provisions of law to keep confidential the information of those who reflect, provide information, and documents; apply measures according to the provisions of law to prevent and handle acts of infringement or threat to infringe upon the life, health, property, honor, and dignity of those who reflect, provide information, and documents.

The Department of Home Affairs presides over and coordinates with the Provincial Police to guide the emulation and reward work for collectives or individuals with outstanding achievements in participating in the Movement "All people participate in detecting and providing information and images reflecting violations of traffic safety and order laws" in the province; appraise reward records and submit them to competent authorities for consideration and reward according to regulations./.
