On December 10, continuing the 28th Session, the Hai Duong Provincial People's Council spent nearly a day questioning and discussing in the hall many "hot" issues that voters and people in the province are interested in.
With the spirit of asking quickly, answering directly and managing and questioning to the end, the 5 department directors answered, and the leaders of the Provincial People's Committee accepted and committed to many solutions.
Why does the industrial park have no investor?
At the beginning of the question-and-answer session, delegate Truong Thi Thuong Huyen (Binh Giang) questioned Director of the Department of Industry and Trade Tran Van Hao about the causes and solutions to handle 22 industrial clusters operating in the province that do not have investors.
Responding to questions, Director of the Department of Industry and Trade Tran Van Hao stated that many industrial clusters were decided to be established from small businesses that currently have no investors, and still have many limitations in infrastructure, centralized wastewater treatment systems...
Offering solutions, Mr. Tran Van Hao emphasized the need to consider and issue preferential policies to attract investment in industrial clusters because current policies are not attractive enough.
Leading the questioning session, Chairman of the Provincial People's Council Le Van Hieu requested the Director of the Department of Industry and Trade to urgently research and advise on support policies to attract investment to replace the old ineffective policies. In particular, attention should be paid to two important issues: environment, wastewater treatment, and infrastructure, transportation inside and outside the industrial park.
Responding to questions about the current situation of gas stations mixed in residential areas, the Director of the Department of Industry and Trade said that he had inspected all gas stations in the province, revoked licenses, and requested the closure of stores that did not ensure fire prevention and fighting. In the coming time, the department will coordinate with sectors and localities to review and plan suitable locations for gas stations, coordinate with fire prevention and fighting forces to strengthen inspections, resolutely handle violations, and have a roadmap to relocate stores that do not ensure fire prevention and fighting.
Workers find it difficult to buy social housing
The issue of social housing development is a matter of concern to many voters. In questioning, delegate Nguyen Vinh Son (Kinh Mon) asked the Director of the Department of Construction to propose solutions to achieve the goal of building 15,920 social housing units in Hai Duong by 2030. Delegate Son also asked the department's leaders to let him know how much social housing is currently selling for per square meter and what solutions are needed to reduce social housing prices?
Responding to questions, Director of the Department of Construction Nguyen Hoai Long said that there are still many difficulties in reaching the target of building nearly 16,000 social housing units. The price of social housing is estimated to be from 15-18 million/ m2 . To reduce the price of social housing, Mr. Long proposed 3 solutions on techniques, selecting investors, and developing preferential policies for investors building social housing.
Chairman of the Provincial People's Council Le Van Hieu said that the average income of workers in industrial parks is about 8 million VND/month, with social housing prices of 15-18 million/ m2 , it is very difficult for workers to buy and requested the Department of Construction and related agencies to urgently coordinate to research and propose support policies.
Hot environmental issues and "red books"
Questioning Director of the Department of Natural Resources and Environment Duong Van Xuyen, delegate Dinh Van Truy, Chairman of the Provincial Veterans Association, raised the issue of why the progress of granting "red books" is slow and what is the solution?
The Director of the Department of Natural Resources and Environment has clearly stated each difficulty and proposed solutions. He emphasized that he will focus on human resources, time, and organization, speed up progress, strengthen inspection and examination, and decentralize to branches to ensure the measurement and issuance of land use right certificates. "The Department is converting and arranging competent staff to work at district-level land registration office branches to speed up the issuance of land use right certificates," said Mr. Xuyen.
Participating in the questioning, Chairman of the Provincial People's Council Le Van Hieu requested the Director of the Department of Natural Resources and Environment to clarify the progress of resolving pending cases in granting land use right certificates to people in the coming time.
The Director of the Department of Natural Resources and Environment said that he will strive to reduce the number of backlog cases by half by the end of 2025.
When speaking to receive the content of the question and answer session, comrade Luu Van Ban, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, pledged that the Provincial People's Committee will focus on leading and directing the resolution of 70% of the backlog of cases in 2025.
Regarding environmental issues, delegate Nguyen Thi Thu Huong (Nam Sach) reported that there are still many overloaded landfills for household waste causing environmental pollution, some landfills are located in the planned project area but have not been treated and requested the department to come up with solutions.
Responding to this issue, Mr. Xuyen said that the department has advised the Provincial People's Committee to report to the Provincial Party Committee Standing Committee to issue a directive on implementing waste classification at source, requesting localities to proactively issue plans to implement the directive and plan of the Provincial People's Committee, and some localities have already implemented it. Many other synchronous solutions are also being researched and implemented.
The Department of Health has not yet licensed any massage or acupressure facilities.
Director of the Department of Health Tran Quang Canh was questioned about two issues that voters are very interested in: the quality of drugs in the health insurance list and the management of private medical and pharmaceutical practice facilities.
Delegate Luong Thi Cuc (Thanh Ha) raised the issue of the current management status of sauna, massage, acupressure facilities...
The Director of the Department of Health said that these facilities are all registered as non-medical services, and are licensed by the District People's Committee or the Department of Planning and Investment. The Department of Health has not yet granted any facility a license to operate.
Therefore, these facilities have developed very rapidly in recent times, leading to many worrying issues while the health sector does not have the authority to inspect and examine, but only coordinates when there is feedback. Many places provide services undercover, performing medical services beyond the permitted scope, causing risks to people's health.
The Department of Health has coordinated with the Provincial Police to conduct surprise inspections and impose fines on a number of establishments. In the coming time, the health sector will coordinate with other sectors and localities to strengthen the management of these establishments to promptly detect and handle violations. Strengthen propaganda and widely publicize licensed and unlicensed establishments to raise public awareness.
Delegate Nguyen Thu Thuy (Thanh Ha) said voters were concerned about the quality of drugs in the health insurance list and the situation of doctors at public medical facilities prescribing drugs for patients not covered by health insurance.
Director of the Department of Health Tran Quang Canh admitted that there is a situation where doctors prescribe drugs for patients that are not covered by health insurance. The reason is that people are still concerned about the quality of drugs covered by health insurance, so they ask doctors to prescribe drugs that are not covered by health insurance.
The Director of the Department of Health has proposed a number of solutions to limit the above situation.
At the question-and-answer session, Director of the Department of Information and Communications Nguyen Cao Thang answered the question that most people cannot perform administrative procedures online themselves but must have civil servants at the "one-stop" department do it for them or provide guidance and propose solutions.
