On January 9, comrade Pham Duc An, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, chaired a meeting, listened to and gave directions on removing difficulties and obstacles, promoting the development of social housing investment projects in the province.

With the goal of gradually realizing policies on improving the quality of life, so that people can enjoy the fruits of development; implementing the Government's direction to deploy the Project "Investing in building at least 1 million social housing apartments for low-income people and industrial park workers by 2030", Quang Ninh has included social housing development in the resolutions of Congresses and Action Programs.
The province has also issued a social housing development project, planning an area of over 660 hectares of land; the coal industry has also adjusted the planning of nearly 10 hectares to build accommodation for workers. These land funds are planned and arranged in locations with synchronous technical and social infrastructure, ensuring convenient connections.
To promote investment attraction for social housing, the province has publicly announced programs, projects, plans, and land funds for social housing construction to attract investors to consider and invest in the province; directed the State Bank of the province to implement the social housing and worker housing loan program according to Resolution 33/NQ-CP (credit package of VND 120,000 billion) of the Government.
Up to now, the province has planned, established investment policies, and built a total of 18 social housing development projects. Of these, there are currently 5 projects being implemented, including: Social housing project in the residential area of Ngan Bang Hill, Ha Long City; Sunhome Social housing project at Van Don Airport; Social housing in Kim Son Ward, Dong Trieu City and 2 social housing projects serving workers and experts in Dong Mai Industrial Park and Song Khoai Industrial Park in Quang Yen Town. The remaining 13 projects are being planned in association with urban development planning, of which 3 projects are added to the planning for implementation in the period 2026-2030.
At the meeting, based on the summary report from the Department of Construction, delegates spent time reviewing and clarifying the shortcomings and difficulties in implementing and developing social housing in the province such as: Mechanisms and policies; housing needs; resolving credit sources; approval and selection of investment policies; land allocation, granting of land use right certificates, site clearance; establishment and appraisal of basic designs and technical designs; construction permits and especially the confirmation of subjects according to regulations...
Concluding the meeting, Comrade Pham Duc An, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, emphasized: The early implementation of social housing projects is a political determination and an important task of Quang Ninh province. This not only accompanies the Government to create 1 million social housing units for low-income earners and industrial park workers, but also solves housing needs, creates stable accommodation for the people, demonstrates the characteristics and good nature for the people in the key tasks that need to be prioritized for socio-economic development.
To speed up the progress of construction and development of social housing, the Chairman of the Provincial People's Committee requested relevant departments, branches and localities to focus on thoroughly removing existing problems, difficulties and obstacles in the process of attracting and implementing investment and developing social housing. During the implementation process, it is necessary to review the land fund that has been planned for social housing development but is no longer suitable to have a solution to avoid wasting land resources.
The viewpoint is not simply to develop social housing for low-income people, but also to calculate, call for investment, develop more technical and social infrastructure, invest in high-quality housing, meet the needs of attracting experts, serving people to live and develop long-term in the province. Therefore, there needs to be unification, review, and specific statistics on housing needs among the people so that the province can research, orient, and develop a housing development plan.
He also requested investors to develop specific plans, roadmaps, and progress for each project; focus resources, prioritize speeding up progress for ongoing projects, and ensure early and timely provision of housing for people. For projects in the planning process, associated with urban planning, it is necessary to proactively update the local housing development program and plan, as a basis for completing procedures for approving investment policies, selecting investors with financial potential and experience in transparent and public implementation.
Departments, branches and localities must closely follow legal regulations to effectively apply them, remove difficulties and thoroughly handle existing problems for investors; speed up the progress of confirming and appraising subjects to soon put social housing projects into use, periodically report to the Provincial People's Committee on results and progress for monitoring, directing handling and resolving according to authority.
