Giao thong Newspaper's hotline received questions from readers about the procedures for opening a new inspection center according to current regulations.

Regarding this issue, the Department of Motor Vehicle Inspection - Vietnam Register said that according to new regulations at Circular 44/2023/TT-BGTVT guiding the implementation of Decree 30/2023/ND-CP regulating the business of motor vehicle inspection services, when there is a need to invest in building an inspection unit, the organization establishing the inspection unit must have a written request for the Provincial People's Committee to consider and approve the investment policy.

To open a new inspection center, it is necessary to have a written request for the Provincial People's Committee to consider and approve the investment policy.

It clearly states the proposed location for the inspection unit, which must be consistent with the purpose, planning, and land use plan of the locality and ensure the density of inspection units in the area and neighboring provinces and cities in the area is evenly distributed. At the same time, it must be consistent in reducing the distance of vehicles traveling to inspection units, especially in remote areas and islands; consistent with the number and density of vehicles registered in the area.

The location of the inspection unit must comply with regulations on connection and connection to the traffic system; convenient for motor vehicles to enter and exit for inspection; ensure safety and convenience during operation, not cause traffic obstruction and congestion, especially in large cities.

After being approved and completing the investment and construction in accordance with the provisions of law, the organization establishing the inspection unit shall prepare a set of documents requesting a certificate of eligibility to operate motor vehicle inspection and send it to the Department of Transport.

The local Department of Transport is responsible for establishing an inspection team to evaluate and issue certificates of eligibility for motor vehicle inspection activities.

The delegation must have at least one member who has completed a training course on inspection and evaluation of motor vehicle inspection activities according to regulations organized by the Vietnam Register.

The new inspection center must be located in a location that ensures the density of inspection units in the area and adjacent provinces and cities in the area is evenly distributed.

The inspection and assessment contents include: Inspection and assessment of technical facilities of the inspection unit; Inspection and assessment of inspection equipment and tools; Inspection and assessment of organizational structure and human resources: documents showing the organizational structure of the inspection unit; Inspection of the development and promulgation of internal procedures of the inspection unit; Inspection and assessment of the operation of the inspection line; Inspection of the opening of monitoring and management books according to regulations on technical safety inspection and environmental protection of road motor vehicles; monitoring and management of types of stamps issued by the Vietnam Register to inspection units.

However, according to the reporter's investigation, currently, some local Departments of Transport still do not have enough capacity to assess and issue certificates of eligibility for motor vehicle inspection activities.

At that time, the local Department of Transport must have a document requesting the Vietnam Register to continue to carry out this work, in order to promptly evaluate new registration units, serving the inspection needs of people and businesses across the country.

However, the Vietnam Register's support for local Departments of Transport to carry out the above tasks will only last until the end of 2005, according to the provisions of Decree 30/2023.

From January 1, 2026, local Departments of Transport will be required to perform this task.
