At the invitation of Founder and Chairman of the World Economic Forum (WEF) Klaus Schwab, Prime Minister Pham Minh Chinh and his wife, along with a high-ranking Vietnamese delegation, attended the 54th Annual Meeting of the WEF in Davos, Switzerland from January 15-19.

On the morning of January 16, the plane carrying Prime Minister Pham Minh Chinh and his wife, along with a high-ranking Vietnamese delegation, landed in Zurich, Switzerland, beginning the first leg of their working trip to Europe.

At WEF Davos 2024, Prime Minister Pham Minh Chinh chaired, attended and spoke at events within the framework of WEF Davos 2024 such as Seminar on attracting investment in the semiconductor sector; Vietnam-WEF National Strategy Dialogue; Policy Dialogue "Vietnam - Global Vision Orientation"; Seminar on promoting new growth drivers in Vietnam; discussion session "Promoting the role of global cooperation in ASEAN".

Transform, search and create

At the WEF Davos 2024 Conference with the theme: “Rebuilding Trust”, Vietnam is one of nine partners proposed by WEF to coordinate in organizing the National Strategic Dialogue and Prime Minister Pham Minh Chinh is one of eight national leaders to have a private dialogue with WEF. This demonstrates the interest, recognition and appreciation of WEF as well as multinational corporations for the role, international position, achievements and development vision of Vietnam.

The Prime Minister met with Professor Klaus Schwab, founder and Chairman of the WEF, held bilateral meetings with leaders of countries, international organizations and WEF enterprises; attended and spoke at the Seminar on Switzerland’s experience and model of developing an international financial center; and received leaders of leading Swiss corporations and enterprises.

This year's WEF Davos conference takes place in the context of complex and unpredictable changes in the world's political, economic and security situation; increased competition between major powers leads to the trend of separation, fragmentation, politicization and security of economic cooperation; local conflicts occur in many places; countries prioritize ensuring strategic autonomy and promoting sustainable development. The global economy continues to face many difficulties, slow growth, with both advantages and challenges intertwined.

Meanwhile, climate change, energy transition, the rapid development of artificial intelligence (AI) and advanced technology industries have a profound impact on economic policy planning of countries and businesses.

For Vietnam, overcoming the difficult and challenging year of 2023, Vietnam still maintained macroeconomic stability, controlled inflation, and promoted growth. By the end of the year, Vietnam had attracted nearly 37 billion USD in registered FDI capital and disbursed about 23 billion USD.

The year 2024 is of great significance in continuing to promote the implementation of the Resolution of the 13th National Party Congress. The country has achieved many achievements in socio-economic development; politics, security and national defense have been maintained; foreign affairs have been carried out actively, practically and effectively, contributing to maintaining peace and stability, enhancing the country's prestige and position, opening up many opportunities and potentials for cooperation with the world's leading economies.

Macroeconomics and other balances are ensured, inflation is controlled. GDP growth in 2023 continues to recover positively, becoming the 11th largest economy in Asia, entering the Group of 40 largest economies in the world, 30 economies with the largest trade turnover in the world, and the group of three countries attracting the largest FDI in ASEAN in the past 10 years.

Vietnam's successes, socio-economic development strategy, priority areas for attracting investment and specific policies that the Government will implement were introduced by Prime Minister Pham Minh Chinh at the Vietnam National Strategy Dialogue, within the framework of WEF with the theme "New Development Horizons: Promoting Transformation, Opening Up New Growth Drivers in Vietnam".

The highlight mentioned by the Prime Minister is that “No country or economy, if it still maintains the old mindset, relying only on traditional growth drivers, can develop quickly and sustainably”. The Prime Minister affirmed that transforming, searching for and creating new growth drivers is an objective and inevitable trend in today’s world.

To promote transformation and open up new growth drivers, Vietnam focuses on four main groups of solutions, including institutional improvement, infrastructure development, human resource development, and economic restructuring associated with growth model innovation. In particular, Vietnam's priorities are developing renewable energy industries, green transformation, digital transformation, semiconductor industry, and promoting innovation.

Regarding foreign affairs, the Prime Minister said that Vietnam persistently pursues an independent, self-reliant, diversified, and multilateral foreign policy; is a good friend, a reliable partner, and a responsible member of the international community. Vietnam persistently pursues the "four no's" defense policy; firmly protects independence, sovereignty, unity, and territorial integrity; ensures political stability, social order and safety; and maintains a peaceful and stable environment for development.

This consistent viewpoint was reaffirmed by the head of the Vietnamese Government as the keynote speaker at the Dialogue “Vietnam: Global Vision Orientation”. Prime Minister Pham Minh Chinh emphasized, “Vietnam has put the past behind us, overcome differences to turn enemies into friends, promote similarities, and look to the future when asked about Vietnam’s viewpoint on balancing relations with major countries. Although Vietnam was once one of the countries that suffered the most damage since World War II, continuously affected by war, siege, and embargo”.

Responding to a question about the secret to Vietnam's success, Prime Minister Pham Minh Chinh said that Vietnam has always been steadfast in creatively applying Marxism-Leninism, Ho Chi Minh Thought and the nation's thousands of years of glorious historical and cultural traditions. In particular, the Prime Minister emphasized that "Vietnam also promotes the spirit of self-reliance, self-reliance, relying on internal strength as a basis, while receiving support and assistance from international friends".

The Prime Minister's participation in the WEF Davos 2024 Conference is an opportunity for the Vietnamese Government leaders to directly convey to leaders of countries, international organizations, and multinational companies Vietnam's strong commitment and solutions to implementing its strategy for sustainable socio-economic development and international integration, including the process of continuing to strongly innovate the growth model, develop a green economy, reduce greenhouse gas emissions, promote innovation and digital transformation on the principles of equality, inclusion, and enhance resilience, demonstrating Vietnam's determination in its efforts to fulfill its commitment at COP26 - to bring net emissions to "0" by 2050.

At the seminar “Vietnam - ASEAN's leading destination for sustainable investment” chaired by Prime Minister Pham Minh Chinh on January 17, delegates were excited to learn about new investment opportunities in Vietnam; regulations and policies related to import and export, investment attraction, infrastructure development, promoting innovation, developing artificial intelligence, sustainable energy conversion, monetary policy, exchange rate management, Vietnam's priorities in the current transition period...

Mr. Thomas Serva, CEO of Baracoda Group (France), said that Vietnam is one of the most attractive destinations, with abundant, high-quality human resources and good relations between Vietnam and France. This enterprise wishes to participate in building innovation centers and developing artificial intelligence in Vietnam.

“Listen to the heartbeat of the world”

On the eve of Prime Minister Pham Minh Chinh's working trip, Deputy Foreign Minister Nguyen Minh Hang assessed that Prime Minister Pham Minh Chinh's working trip to attend the WEF Davos conference is also an opportunity for Vietnam to "listen to the pulse of the world", grasp ideas, thinking, development models, governance and development trends, thereby taking advantage of new opportunities and trends to effectively respond to challenges and develop the economy and society.

Here, once again, the viewpoint of "Harmonious benefits, shared risks" was highlighted by Prime Minister Pham Minh Chinh, clearly affirming that Vietnam always accompanies foreign investors on this principle.

Chairing a seminar with global businesses on cooperation in developing AI, automotive technology, semiconductor chips and related ecosystems, the Prime Minister said that Vietnam's 2021-2030 socio-economic development strategy clearly defines, mobilizes all resources, develops rapidly and sustainably on the basis of science, technology, innovation and digital transformation.

Among them, AI, semiconductors and the automobile industry are important industries, with both old development drivers that need to be renewed and new drivers for development. Vietnam has issued a development strategy in the field of AI, building national data centers connected to data centers of ministries, sectors and localities.

Regarding the semiconductor industry, Vietnam has identified this as a new driving force for development and will invest to participate in all three stages of the semiconductor chip value chain, including design, manufacturing and packaging. Regarding automobile technology, developing electric cars, using clean materials, low carbon emissions and investing in green transportation are issues of concern.

With AI, Vietnam will actively exploit the advantages, but also limit the negative aspects of AI, starting with building a national database, in parallel with perfecting policies.

Representatives of large corporations assessed that Vietnam has been attracting more and more corporations in the semiconductor industry. Some large corporations have been present and are planning to expand their investment in Vietnam such as Intel, Samsung, Amkor, Qualcomm, Infineon, Marvell... Many corporations and partners also highly appreciate Vietnam's potential in this field.

The Prime Minister shared that Vietnam is one of the countries most affected by climate change, emphasizing the commitment to bring net zero emissions by 2050 at the COP26 Conference. Vietnam has proactively improved its ability to adapt to landslides, droughts, natural disasters, and implemented new initiatives on sustainable development.

Agreeing with the Prime Minister's opinions, WEF leaders and business representatives highly appreciated the achievements in recovery, development, economic and trade growth, as well as the determination to transform and the economic prospects of Vietnam.

WEF members recognized Vietnam as one of the bright spots in the region's economic recovery, playing a pioneering role in transforming the growth model and committing to energy transition. Vietnam was considered one of the countries that the business community was most interested in at this conference. Many businesses affirmed their satisfaction with investment projects in Vietnam, impressed with the Government's drastic policies and measures to create an attractive investment environment, as well as always paying great attention and support.

Businesses asked Vietnam to continue sharing issues that need support and continue to maintain stable, long-term policies.

Prime Minister Pham Minh Chinh once reminded that, in the face of “headwinds”, the international community needs “global solidarity and multilateralism as well as a people-centered approach”. The Vietnamese leader can confidently speak at this event because Vietnam has made significant contributions to solving many global issues and deserves to be recognized by the international community for those efforts.

Model of rapid and sustainable development

Meeting with WEF Founder and Chairman Klaus Schwab, in a friendly atmosphere, Prime Minister Pham Minh Chinh and Professor Klaus Schwab discussed major topics of the WEF Davos Conference, current challenges, new development trends and cooperation between Vietnam and WEF.

Appreciating the theme "Rebuilding trust", the Prime Minister said that this is a practical, appropriate and important theme in the current context, contributing to the process of strengthening trust, promoting international solidarity, inspiring all countries to join hands for the development of humanity.

The founder of WEF did not spare praise when assessing Vietnam as not only "a star in East Asia but also in the process of transforming into a country with economic influence on a global scale". Vietnam is also a typical example of reform and development, internationally recognized as a model of economic development, fast and sustainable.

Not only did Professor Klaus Schwab say that Vietnam would soon become one of the 20 largest economies in the world, he also said that the participation, profound sharing, and strategic vision of the Vietnamese Prime Minister brought important messages and solutions to respond to challenges and restore global confidence.

After leaving the WEF, the Prime Minister and his wife will pay official visits to Hungary and Romania. This is the first prime ministerial-level delegation exchange between Vietnam and Hungary and Romania in the past seven and five years, respectively.

Prime Minister Pham Minh Chinh’s visit is also an opportunity for the countries to promote cooperation, aiming to connect Vietnam with the Central Eastern European region and between the two countries and ASEAN. This helps to coordinate closely in solving global issues, contributing to peace, stability, cooperation and development in the region and the world.
