Synchronously deploy solutions to collect state budget

On the afternoon of April 10, Mr. Le Huu Hoang - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, Permanent Deputy Secretary of the Provincial Party Committee held a meeting with the Department of Finance, Tax Department of Region XIII and related departments and branches on the state budget collection situation in the first quarter of 2025. At the meeting, Mr. Le Huu Hoang directed the units to implement many solutions to complete the state budget collection target in the coming time.

Domestic revenue increased, import-export revenue decreased sharply

According to the report of the Department of Finance, in the first quarter, the total state budget revenue in the province was 6,363 billion VND, reaching 26.4% of the estimate and increasing by 35.4% over the same period last year. Of which, revenue from import-export activities was 397 billion VND, reaching 15% of the estimate and decreasing by 44.2% over the same period last year; domestic revenue was 5,966 billion VND, equal to 27.8% of the estimate and increasing by 49.6% over the same period last year. Revenue increased mainly from production, business, trade, services and tourism activities. Some revenue items were higher than the estimated collection progress such as: Revenue from local state-owned enterprises was 1,055 billion VND, reaching 29% of the estimate; revenue from foreign-invested enterprises was 279 billion VND, reaching 26.5% of the estimate; Revenue from the non-state industrial and commercial sector was 2,740 billion VND, reaching 60.9% of the estimate; personal income tax revenue reached 585 billion VND, reaching 38% of the estimate... As of March 31, the total tax debt in the province was more than 1,967 billion VND, down 28% compared to December 31, 2024.

Mr. Nguyen Van Cuong - Deputy Head of the Regional Customs Branch XIII said that the unit's state budget revenue mainly comes from gasoline, oil and coal activities. However, in the first quarter, revenue from gasoline and oil activities only reached 26 billion VND, down 412 billion VND compared to the same period last year; revenue from imported coal was 251 billion VND, up 110 billion VND compared to the same period (due to increased coal import demand of Van Phong Thermal Power Plant). The unit has deployed new software to support procedures for businesses; at the same time, it has promoted administrative reform, created favorable conditions for businesses and focused on post-clearance inspection...

Resolutely implement solutions to increase budget revenue

At the meeting, the departments and branches also pointed out a number of difficulties affecting the state budget revenue in the coming time, including the US announcing a high import tax rate on Vietnamese goods and the volatile world situation. This greatly affects the production and business activities of enterprises in the province, especially import and export activities. In addition, the task of collecting state budget revenue from land in the first quarter has not yet reached the estimated progress. Therefore, the leader of the Tax Department of Region XIII proposed that the Provincial People's Committee continue to direct relevant departments and branches to speed up the implementation of the list of land lots for auction of land use rights and projects for collecting land use fees and land rents in 2025 to ensure state budget revenue according to the estimated progress in the second quarter.

To achieve the goal of completing and exceeding the State budget revenue target in the second quarter and 2025, Mr. Le Huu Hoang requested departments and branches to review the State budget revenue collection tasks on a weekly, monthly and quarterly basis; and promptly and synchronously implement collection solutions. In particular, the Tax Department of Region XIII continues to make efforts to collect domestic revenues; strengthen measures to collect tax arrears; advise the Provincial People's Committee to complete the Provincial Tax Debt Collection Steering Committee; research and advise on other revenues to compensate for revenue shortfalls; increase the rate of electronic invoices generated from cash registers, especially in the business of gasoline and oil. The Customs Department of Region XIII implements solutions to collect from import and export activities. The Provincial People's Committee will work with the Vietnam National Petroleum Corporation, Phu Khanh Petroleum Company, and Van Phong Bonded Petroleum Warehouse to carry out the task of collecting from the import and export of gasoline and oil; At the same time, coordinate with Cam Ranh International Port, Nam Van Phong Port to work with associations, industries, and enterprises to provide logistics services, increase delivery and receipt of goods in Khanh Hoa, contributing to increasing import and export tax revenue. The Department of Agriculture and Environment urgently implements tasks to ensure the progress of collection from land lots auctioned for land use rights and projects to collect land use fees and land rents in 2025, which have been reported to the Provincial People's Committee. Mr. Le Huu Hoang also assigned the Department of Finance to preside over and coordinate with relevant departments and branches to establish a working group to work with the People's Committees of districts, towns, and cities on economic growth, state budget collection, and public investment disbursement.
