North-South high-speed railway creates more opportunities for localities

The North-South high-speed railway project is a strategic and key national project with a total investment of about 67.43 billion USD, starting from Ngoc Hoi station (Hanoi), passing through 20 provinces and cities and ending at Thu Thiem station (Ho Chi Minh City). The North-South high-speed railway project through Binh Thuan province is 156 km long with 2 passenger stations, Phan Thiet station and Phan Ri station. Therefore, the implementation of the North-South high-speed railway project and the project of the road connecting Phan Thiet station to the center of Phan Thiet city and the planning of the Phan Ri station area are among the very important political tasks of Binh Thuan province.

It can be seen that the current situation of vehicles traveling on the North-South expressway in the southern region (towards Ho Chi Minh City) to the center of Phan Thiet city must go through National Highway 1 - My Thanh (about 2.6 km long, 4-lane road surface, motorbikes share the motor vehicle lane), then continue traveling along National Highway 1 (about 13 km). Since the expressway was put into operation, the Ba Bau intersection area and the intersection to National Highway 1 often experience traffic jams, especially on weekends and holidays, so with a distance of only 16 km, the travel time is about 30 minutes, not to mention the time when the traffic jam occurs, it will take nearly an hour. For the direction of traffic from the northern region towards Ninh Thuan to the center of Phan Thiet city, it must go through National Highway 28 with a small scale of 2 lanes for motor vehicles with a travel time of more than 30 minutes. This partly affects the investment efficiency of the North-South expressway.

In order to proactively connect the country's important traffic routes with the provincial center, open up new spaces, and contribute to promoting the development of the province's East-West economic corridor, Binh Thuan has implemented a project to connect the center of Phan Thiet city with the North-South high-speed railway. The project is expected to have a scale of 12 lanes with a total investment of about 6,990 billion VND, including reserve land for investment in the urban light rail system (electric metro) in the future in sync with the road. Regarding the roadmap, it is expected that phase 1 (2026 - 2030) will complete the site clearance work for the entire route. Invest in completing 6 lanes for motor vehicles and technical infrastructure works such as sidewalks, lighting systems, drainage, trees, etc. with a total investment of about 6,470 billion VND. Phase 2 after 2030 will continue to invest in the remaining items including 6 lanes, a 12-lane motorized road and a median strip with an estimated cost of about 520 billion VND.

Awakening the East-West Phan Thiet economic zone

In recent terms, Binh Thuan has mainly focused on developing coastal infrastructure. Most of the important routes with large investments revolve around the coastal axis to protect national security and develop the marine economy. In fact, investing in coastal routes has brought practical and effective benefits, especially the province's tourism industry has made an unexpected breakthrough. And now, in the strategic vision, the Party Committee and the political system of Binh Thuan have seized the opportunity from the operating road expressway and the upcoming North-South high-speed railway invested through Binh Thuan. Therefore, the Phan Thiet expressway connection project promises to promote strong economic development in the East-West Phan Thiet region.

When the route is completed, it will connect from Vinh Hao Expressway to the center of Phan Thiet city, starting at Ham Hiep commune and the North-South high-speed railway down to Le Duan Street (at the intersection with Truong Chinh Street) and together with Le Duan Street, Nguyen Tat Thanh Street will form the main axis in the East-West direction connecting from the expressway to the center of Phan Thiet city with important foreign traffic hubs including expressway, high-speed railway station, bypass road through Phan Thiet city (ring road 2), Truong Chinh Street, future provincial bus station with the center of Phan Thiet city and connecting to the coastal road through Phan Thiet city, opening up a new development space to promote local socio-economic development... From Le Duan connecting road, connecting other important roads such as Thu Khoa Huan - Hung Vuong street to Mui Ne National Tourist Area. Connecting with Nguyen Tat Thanh street to Doi Duong - Thuong Chanh beach, connecting with Tran Hung Dao street to the newly emerging tourist area of ​​Tien Thanh then to La Gi or Ke Ga, Ham Thuan Nam...

Therefore, according to the initial assessment, this connecting route will be very important when it not only enhances the urban level of Phan Thiet to be connected inter-regionally, but also creates space for economic and commercial development and land value on both sides of the route as well as land reserved for the construction of other commercial areas. From here, Phan Thiet will promote the potential of the East - West region to accelerate comprehensive economic development...

In order to complete the expressway - Phan Thiet connection road soon, the Standing Committee of the Provincial Party Committee has recently directed the Provincial Party Committee and the Provincial People's Committee to urgently complete the project investment plan, and at the same time study the synchronous planning of the high-speed railway station urban area. Plan and effectively promote the land fund on both sides of the new road, submit to the Provincial Party Committee Standing Committee in April 2025 for comments. On that basis, complete related plans and report the pre-feasibility study no later than July 2025. At the same time, study and report to the Provincial Party Committee Standing Committee the planning plan for the Phan Ri station area. The process of researching and implementing the project needs to pay attention to the lives and livelihoods of people with land in the project implementation area. Binh Thuan province is very ready and proactive in its determination to complete the project no later than the fourth quarter of 2028 to connect with the North - South high-speed railway line...
