325 people died and missing

Information from the Department of Dyke Management, Flood and Storm Prevention, and Irrigation of the Northern provinces and cities shows that 70 dike incidents have occurred on rivers. Faced with severe damage caused by floods, the Prime Minister issued a Decision to provide emergency support of VND 100 billion from the central budget reserve in 2024 to five localities to overcome the consequences of storm No. 3. The Department of Dyke Management and Natural Disaster Prevention maintains 24/7 duty; advises, directs, and deploys flood response; organizes the urgent sending of 9.3 million "Urgent Flood News" messages to high-risk areas for people in 14 provinces and cities and 7.2 million "Safety Warnings against Flash Floods and Landslides" messages to people in 17 provinces/cities.
To minimize damage caused by natural disasters in the coming days, Deputy Director of the Department of Dyke Management and Natural Disaster Prevention Vu Xuan Thanh emphasized that provinces and cities in the Northern and North Central regions need to continue to closely monitor the developments of floods and rains to proactively deploy response measures.
In addition, localities strictly implement the Prime Minister's instructions in official dispatches on focusing on responding to and overcoming the consequences of storms, floods, and ensuring the safety of dykes on rivers in the North, especially the Red River - Thai Binh River system.
On the morning of September 12, the Northern Delta, Thanh Hoa and Nghe An continued to record rain, with general rainfall ranging from 15 - 30mm, locally over 50mm. It is expected that during the day and night of September 12, other places in the North will have rain ranging from 10 - 30mm, locally over 50mm. Natural disasters are still very complicated.
