This is also an opportunity for criminals operating in the field of "black credit" to flare up strongly in localities in the province. Launching a peak period to resolutely fight against crimes related to "black credit" before, during and after the Lunar New Year of At Ty in 2025 is one of the key solutions.
Thanh Hoa City Police arrested a group of subjects in a "black credit" ring in Thanh Hoa City.
Trieu Son is recognized as one of the localities with many complicated developments in "black credit" crimes. The methods of operation are very diverse and sophisticated, causing many difficulties in prevention and combat. However, through professional measures, Trieu Son District Police have discovered, arrested, and prosecuted many cases and many subjects related to "black credit" activities. Since then, there has been a clear change, "black credit" crimes in the area have gradually decreased over the years. If in 2023, Trieu Son District Police discovered, arrested, and prosecuted 12 cases, 20 subjects, by 2024, it decreased to 3 cases, with 4 subjects, contributing to ensuring security and order, recognized and highly appreciated by all classes of people.
It is known that the fight against "black credit" crimes in the province in recent times has been resolutely directed by the Director and Head of the Provincial Police Investigation Agency. Closely following this direction, the police force of the whole province with the motto "stick to the borrower to fight", "prevent early, from afar, do not let the hui collapse". By professional measures, in 2023, the police force discovered, arrested, and prosecuted 183 cases/243 defendants with illegal profits of over 110 billion VND; in 2024, it decreased to 112 cases/132 defendants, the illegal profits were about over 50 billion VND. Typically, Thanh Hoa City Police have just simultaneously arrested 13 subjects related to the "black credit" ring in the area. Expanding the case, this force arrested 4 more subjects in the same ring.
Of the 17 arrested subjects, 15 reside in Thanh Hoa City and 2 reside in Quang Xuong District. Most of the subjects have criminal records. The methods of the subjects are very sophisticated, using traditional lending and hiding under the guise of "lottery" and "tube contribution". However, through investigation and exploitation, the subjects confessed that from June 2024 until their arrest (November 14, 2024), the subjects had organized loans for many people in Thanh Hoa City, with "exorbitant" interest rates from 3,000 VND to 20,000 VND/million VND/day (equivalent to 100-600%), illegally earning more than 1 billion VND...
The fight against "black credit" crimes has achieved important results. However, to completely prevent "black credit" activities is not easy. Because the need to access "hot" loans and "urgent" loans of the people is still very high, especially at the end of the year and during Tet. Meanwhile, accessing loans from formal credit institutions is still difficult. In addition, lending money at high interest rates brings a large source of income, so the subjects do not easily give up but switch to more sophisticated forms of operation to deal with the authorities...
To effectively prevent this type of crime, according to the Provincial Police, the solutions to be focused on in the coming time are: Mobilizing the entire political system to step up propaganda and mobilize people to denounce crimes and violations related to "black credit". Linking the work of preventing and combating crimes and violations of the law related to "black credit" activities with the work of preventing and combating social evils, gambling rings, and drug crimes. Creating conditions for people to access capital sources in the banking system, with quick and convenient services. The registration and granting of certificates for pawnshops, debt collection businesses, and businesses converting from pawnshops to financial services need to be more strictly controlled...
To prevent "black credit" crimes from having a "place to live", the professional departments and police of districts, towns and cities continue to synchronously implement the plans issued by the Provincial Police on preventing and combating crimes and violations of the law related to "black credit" activities. In particular, the Provincial Police have just issued a plan to launch a peak period to fight and suppress crimes to protect the Lunar New Year of At Ty in 2025, including crimes related to "black credit". Accordingly, the peak period will take place throughout the province and will last for 2 months. The campaign will start from December 15.
