Quang Ninh urban development roadmap

In the period of 2021-2030, Quang Ninh province focuses on investment resources to develop the urban system of Quang Ninh into a modern, ecological, civilized and modern city. The approval of the province's Urban Development Program to 2030 is a prerequisite to focus all investment resources, soon build and plan Quang Ninh to become a centrally-run city before 2030, while contributing to raising people's income.

According to the content of the Urban Development Program of Quang Ninh province to 2030, Quang Ninh will strive to become a centrally-governed city according to its own model, in which districts will not be formed but an inner-city area will be formed including cities within the city, linked together by advanced technical infrastructure systems such as urban public transport systems, information and communication technical infrastructure, etc.

Accordingly, the cities in this inner-city area include: Ha Long, Quang Yen, Uong Bi, Dong Trieu, Cam Pha, Van Don, Mong Cai (Hai Ha district merged with Mong Cai city) are invested in construction, completing standards on quality of economic - social infrastructure, technical infrastructure according to the criteria of type I urban areas by 2030; with 152 commune-level administrative units, including 77 wards (accounting for 51% of wards). Other urban areas in the districts: Tien Yen, Dam Ha, Binh Lieu, Ba Che and Co To continue to invest in completion according to Decision 241/QD-TTg of the Prime Minister.

According to the plan, by 2025, Quang Ninh province will have 13 administrative units with 13 urban areas. By 2030, Quang Ninh province will have 12 administrative units, the total population of the province will be about 2.64 million people (permanent population about 1.63 million people), the urbanization rate will be over 75%; Quang Ninh will become a centrally-run city on the basis of forming an inner-city area including 7 cities (Ha Long, Cam Pha, Uong Bi, Mong Cai - Hai Ha, Dong Trieu, Quang Yen, Van Don) and re-establishing Tien Yen town.

At the same time, 3 inter-district regions are formed, including: Van Don inter-district region, including: Van Don district, Co To district, Tien Yen district, Ba Che district. In which, the central urban area of Van Don district is the regional center, with a population of about 323.5 thousand people; area of about 4,145 km ² . This is an economic region of tourism, clean and high-tech industry, logistics, agriculture, forestry and fishery, in which Van Don is a coastal economic zone, a breakthrough, a development center and enhanced connection to the northern mountainous regions and the southern sea and island regions, a new gateway to the sea of the northeastern mountainous region.

Mong Cai inter-district area includes: Mong Cai city, Hai Ha district, Dam Ha district, Binh Lieu district, in which, Mong Cai city associated with Mong Cai border gate economic zone is the breakthrough, the center of the region, population size of about 418,900 people, area of about ^2,671km2 . This is the key area for developing border gate economy, border tourism, gateway of ASEAN to Northeast Asian countries with highway infrastructure, large-scale seaports Hai Ha, Van Ninh...

To implement the proposed content, Quang Ninh province has developed a list and plan to upgrade the urban type of the whole province by 2030; development orientation and proposed development options; priority investment projects to develop the framework infrastructure system; solutions on policy mechanisms and implementation organization. To ensure implementation resources, the province has calculated and structured capital sources according to 3 specific areas in 2 periods from 2021-2025 and 2026-2030 with a total estimated social investment capital of 2.8 million billion VND. Prioritizing investment attraction in industries and fields such as seaport systems, inland waterway ports, logistics infrastructure; infrastructure of industrial parks and industrial clusters; high-tech processing and manufacturing; high-tech agricultural, forestry and fishery zones; power source development; clean water supply; infrastructure for education, health, culture, sports, environment, trade, services...

The province has proposed a number of key programs and projects, focusing on three breakthroughs, including: Developing high-quality human resources associated with rapidly increasing the size and improving the quality of the population; Accelerate the development and completion of a synchronous and modern strategic infrastructure system, ensuring overall connectivity; build a culture rich in Quang Ninh identity associated with rapidly narrowing the gap between rich and poor and regional disparities in the province. In addition, Quang Ninh province is completing the medium-term public investment plan for the period 2021-2025, in which it continues to prioritize the allocation of state budget capital for development, maximizing the exploitation of resources, especially from the private sector, developing the form of public-private partnership, focusing on completing a synchronous and modern infrastructure system.

In the immediate future, the province will focus on prioritizing investment and implementation of 16 projects and tasks, including: Quang Ninh Province Digital Government Project for the 2020-2025 period and orientation to 2030; developing science and technology in the province until 2020; Project to build a technology incubation center and science and technology enterprises in the province; supporting innovative startups in the province; implementing the Vietnam Smart City Index for the period until 2025; database system and software for natural resources and environment management, online natural disaster warning in the province; Project to replicate the smart city model in Uong Bi for the 2018-2022 period, in Cam Pha for the 2018-2025 period, in Mong Cai for the 2020-2025 period. Along with that, there is a plan to train and foster smart urban human resources for provincial state agencies, organizations and people; public wifi system in the province...

With a specific and clear roadmap and active and synchronous participation, Quang Ninh will certainly successfully achieve its set goals in the coming time, build and complete the infrastructure system, develop sustainable urban areas, and successfully build a smart city worthy of being a developed locality of the Northern key economic region and the whole country.
