On the afternoon of November 27, the Economic-Budget Committee of the Provincial People's Council worked with the Department of Construction to prepare content for the 28th session of the 17th Provincial People's Council. At the meeting, the Economic-Budget Committee of the Provincial People's Council listened to the Department of Construction report on draft proposals on adjusting the Urban Development Program of Hai Duong Province to 2030 and the Urban Development Program of Chi Linh City to 2040.
Speaking at the meeting, Comrade Nguyen Thi Ngoc Bich, Member of the Provincial Party Standing Committee, Permanent Vice Chairwoman of the Provincial People's Council requested the Department of Construction to supplement specific shortcomings and limitations in the current urban development process of Hai Duong such as urban architecture, technical infrastructure... It is necessary to supplement and clarify the specific reasons leading to the need to adjust and reduce the number of urban areas according to stages and visions.
The adjustment of the province's urban development program until 2030 must be close to reality, in accordance with regulations, and in accordance with the development orientation of the province and the Red River Delta. Implementation solutions must be based on the province's general planning, overcoming the shortcomings and limitations of the previous period such as urban architecture, technical infrastructure, etc. to improve urban quality.
According to the report of the Department of Construction, in the approved Urban Development Program of Hai Duong province to 2030, Hai Duong will have 58 urban areas, the urbanization rate is 51.8%, the average housing floor area is 29m2 /person.
According to the adjusted report, by 2030, Hai Duong will have 28 urban areas, the urbanization rate will be over 55%, and the average housing floor area will be 35.5m2 /person. The above indicators are adjusted based on the approved provincial planning and the Housing Development Program approved in Decision 1499/QD-UBND dated June 21, 2024.
By 2030, Hai Duong strives to become a modern industrial province, a dynamic industrial center of the Red River Delta, with a large economic scale in the country. Synchronous economic and social infrastructure; green, smart, modern, and unique urban development system; meeting some basic criteria of a centrally-run city.
By 2050, Hai Duong strives to become a centrally-governed city, developing high-tech industry and high-quality services to serve production activities in the locality and the entire region. The development of Hai Duong province is associated with 4 outstanding characteristics: Comprehensive - Connected - Sustainable - Prosperous.
According to the report on the Chi Linh Urban Development Program to 2040 by the Department of Construction, by 2030, Chi Linh City will be a type II urban area in the urban system of the province and the country.
By 2040, Chi Linh will be divided into 3 zones with the goal of concentrated development, suitable to natural characteristics as well as economic, cultural and social conditions. Specifically, Zone 1 with an area of 7,510 hectares is the core area for developing cultural and ecological tourism, resorts associated with preserving special national cultural heritage. Zone 2 with an area of 10,132 hectares is the area north of National Highway 18, developing ecological agriculture associated with resorts. Zone 3 has an area of 10,650.7 hectares, developing new urban areas, commercial services and high-tech industry.
