On November 5, 1994, the People's Committee of Hai Hung province issued a decision to establish the Council of the Cooperative Union of Hai Hung province. When it was first established, the Council of the Cooperative Union of Hai Hung province had only 90 member units. Since then, after 30 years of operation and 6 congresses, the Provincial Cooperative Union has overcome many difficulties to effectively perform its assigned functions and tasks. To date, the Provincial Cooperative Union has had 321 member units.
The Provincial Cooperative Union has actively disseminated to cadres and cooperative members the guidelines, policies and guidelines of the Party and State on collective economy, the Law on Cooperatives; Decrees and Circulars guiding the implementation of the Law on Cooperatives... At the same time, it has advised the province to issue leadership, direction and implementation documents, solutions for developing cooperative economy, cooperatives and improving the operational capacity of the Provincial Cooperative Union.
The Provincial Steering Committee for Collective Economic Development was established with the Vice Chairman of the Provincial People's Committee as its Head. Districts, towns and cities also established District-level Steering Committees for Collective Economic Development...

Over the years, the Provincial Cooperative Union has coordinated with departments, branches, unions, and Party committees and authorities of districts, towns and cities to develop collective economy and cooperatives.
Every year, the Provincial Cooperative Union has advised and guided member units to establish production and business projects to introduce loan procedures. Up to now, 152 member cooperatives have received loans, with a total amount of over 307 billion VND from the National Employment Fund (120), the Central and Provincial Cooperative Development Support Fund.
At the 23rd Session, the 17th Provincial People's Council passed a Resolution approving the policy of establishing the Hai Duong Provincial Cooperative Development Support Fund. According to the Resolution, the charter capital of the Hai Duong Provincial Cooperative Development Support Fund is 20 billion VND, allocated from the provincial budget. Member cooperatives can access loans from this fund with preferential interest rates. Cooperatives can borrow capital to invest in equipment, innovate technology... thereby improving labor productivity, increasing revenue and contributing to the provincial budget.
The Provincial Cooperative Alliance also promotes the connection of product consumption of cooperatives in the province, implemented by the Vietnam Cooperative Alliance, with over 200 units participating in fairs, exhibitions, trade promotions, conferences, seminars, international conferences... inside and outside the province.
Deploying stores to sell and introduce regional OCOP products at the headquarters of the Provincial Cooperative Union and guiding cooperatives to participate in digital transformation in production activities; applying sales, promotion, and product introduction on digital platforms...
The Provincial Cooperative Union also selected and introduced many cooperatives to participate in projects funded by foreign organizations such as: 5 other member cooperatives participating in ODA projects of JICA - Japan; 10 cooperatives participating in the "Rural Enterprise Development Project (REEP)" funded by CIDA Canada and the project "Cooperative Development Strategy in Vietnam" funded by KF Sweden...
The value chain linkage model between cooperatives, enterprises and international cooperation has also brought significant results, creating high-quality products and expanding the consumption market. The whole province has formed 155 value chains with the participation of enterprises, cooperatives and farming households linking to consume the province's key products such as rice, carrots, guava, lychee, fish, etc.
Results
Member cooperatives have made impressive achievements, especially in promoting the rural economy and improving people's lives. Many cooperatives have applied advanced technologies to production, bringing high economic value. Typical examples are agricultural cooperatives in livestock breeding and clean agricultural production. Cooperatives in the credit and service sectors have provided preferential capital to farmers and small businesses, helping them expand their production and business scale. The proportion of the collective economy in the province's GDP is currently over 7%.
Despite many achievements, the Hai Duong Cooperative Alliance and its members still face many challenges. Fierce market competition, climate change and increasing demands for product quality are issues that cooperatives must overcome. Furthermore, attracting young, highly skilled human resources to join cooperatives is also a "problem" that needs to be solved.
However, with support from the policies of the Party and the State, along with the potential for high-tech agricultural development of the province, cooperatives in Hai Duong are facing many opportunities to continue to develop strongly in the future.
In the coming time, the Provincial Cooperative Union will regularly consolidate and innovate its activities in the direction of protecting the legitimate rights and interests of its members. Improve the operational efficiency of the Provincial Cooperative Development Support Fund. Focus on building cooperative models applying high technology and digital technology associated with processing and consumption according to the value chain, improving the quality, efficiency, competitiveness and proactive international integration of cooperatives.
Over the past 30 years, Hai Duong Cooperative Union has been awarded 1 First Class Labor Medal, 4 Second Class Labor Medals, 7 Third Class Labor Medals, 3 Government Certificates of Merit, 16 Excellent Emulation Flags, 100 Certificates of Merit from the Provincial People's Committee, 165 Certificates of Merit from the Vietnam Cooperative Union... The Provincial Cooperative Union has awarded 431 certificates of merit to cooperatives, members, employees and member enterprises.
