Lao Cai strengthens measures to prevent forest fires

Accordingly, the Chairmen of the People's Committees of districts, towns and cities are responsible for forest fire prevention and fighting in their localities; urgently direct the People's Committees at the commune level and relevant agencies to strictly perform the State management function, strengthen the inspection and supervision of the compliance with State regulations on forest fire prevention and fighting by forest owners, agencies and units; consider this a key task of the Party Committee and authorities, and absolutely must not be subjective or negligent.

Require forest owners to arrange forces to be on duty 24/7 at stations and forest protection posts to strictly control people entering and exiting key areas with high risk of forest fires and forest fire forecast level III or higher; especially some localities such as Sa Pa, Bat Xat, Van Ban, Si Ma Cai, review and add areas with high risk of fire to the list of key areas to have timely fire prevention and fighting plans.

Direct the Military, Police, and Forestry agencies to prepare and ensure conditions in terms of forces, means, and tools to effectively implement the "four on-the-spot" motto, ready to respond to possible forest fire situations.

Promote propaganda and education to raise awareness and responsibility in forest fire prevention and fighting to all people living in and near forests.

Inspect, urge and control the use of fire in and near forests by people, especially slash-and-burn farming and ecotourism activities; absolutely do not allow the use of fire to clear vegetation and other fire-using activities that pose a high risk of causing forest fires and spreading into forests during peak periods, with a high risk of forest fires, forecasting the risk of forest fires at level IV (dangerous level), level V (extremely dangerous level).

The Department of Agriculture and Rural Development directed the Provincial Forest Protection Department to regularly and closely monitor information on weather forecasts and warnings from the National Center for Hydro-Meteorological Forecasting and Lao Cai Province, to do a good job of warning and forecasting forest fire risks in the whole province, and to provide timely information to local authorities at all levels.

Advise the Steering Committee of the Provincial Sustainable Forestry Development Program to strengthen the organization of surprise inspections of forest fire prevention and fighting work of the Steering Committees at district and commune levels; detect shortcomings and limitations in state management of forest fire prevention and fighting and propose remedial measures.

Direct the District Forest Protection Department to advise the local authorities at the district and commune levels to seriously implement the state management of forests and forestry land in the area; arrange a permanent force 24/7 at checkpoints, stations, headquarters of agencies, and commune-level People's Committees during the dry season, when the forest fire risk forecast is at level III.

Coordinate with the Departments of Planning and Investment and Finance to urgently appraise and adjust the Project on Improving Forest Fire Prevention and Fighting Capacity in Lao Cai Province, Phase 2021-2025, which has been approved by the Provincial People's Committee; at the same time, propose necessary needs for forest fire prevention and fighting to synthesize and report to the Central Government for consideration of urgent support for forest fire prevention and fighting funding in 2024.

The Department of Planning and Investment shall preside over and coordinate with relevant departments and branches to urgently appraise the adjusted content of the Project on Improving Forest Fire Prevention and Fighting Capacity in Lao Cai Province for the period 2021 - 2025; advise the Provincial People's Committee to submit to competent authorities for consideration and approval of the adjustment.

The Provincial Military Command, the Provincial Border Guard Command, and the Provincial Police direct functional departments and affiliated units to arrange forces to be ready to coordinate with the Department of Agriculture and Agricultural Development (Provincial Forest Protection Sub-Department, District Forest Protection Sub-Departments) and localities in implementing forest fire prevention and response tasks when required.

Forest owners should review the forces, means and tools for forest fire fighting to ensure they are ready for effective use; arrange forces to be on duty 24/7 at forest protection posts/stations when forest fires are forecasted at level III; detect forest fires early and strictly control people entering and leaving key fire-prone forests during the peak of the dry season.

Strengthen coordination with local authorities and functional agencies in the area to organize propaganda, dissemination and education of laws on forest fire prevention and fighting to all people living in and near forests; organize signing of commitments to protect forests, prevent and fight forest fires with contracted households and village/hamlet communities; propagate and mobilize people not to use fire to clear vegetation during times when forest fires are forecast at level IV and V.
