Accordingly, on October 8, the National Assembly Delegation of Lao Cai province held a conference to meet voters before the 8th Session of the 15th National Assembly in person and online at district, town and city bridges in Lao Cai province to listen to voters' thoughts.
The conference was attended by Mr. Dang Xuan Phong, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Lao Cai province; Mr. Sung A Lenh, Deputy Head of the National Assembly Delegation of Lao Cai province; along with representatives of leaders of departments, branches, agencies of Lao Cai province and a large number of voters at the connecting points of districts, towns and cities in the area.
At the conference, Mr. Sung A Lenh, Deputy Head of the National Assembly Delegation of Lao Cai province, informed voters about the socio-economic situation of the country and the province in the first 9 months of 2024; reported on the results of the activities of the National Assembly Delegation of Lao Cai province since the 7th Session of the 15th National Assembly and the program of the 8th Session.
At the conference, local voters had 17 opinions related to the fields of land; environmental resources; policy support; culture - society; population arrangement; amending laws...
Specifically, voters of Van Ban district requested the Government to consider implementing the project to support production development according to the provisions of Decree 38/2023/ND-CP dated June 24, 2023; requested the Ethnic Committee to promptly advise the Prime Minister to consider the content of support for the area of interspersed population arrangement to implement the adjustment of residential land and production land allocated to newly arrived households (land reclamation, land recovery of individuals and organizations currently assigned to manage) as prescribed in Decision 1719 in the direction of direct support for households to suit the actual conditions of the locality; supplement regulations on support levels for households and individuals living in areas at risk of natural disasters but no longer have land to build resettlement areas for relocation, they must be arranged to stabilize on the spot...
Voters of Bao Yen district proposed that the Ministry of Natural Resources and Environment consider and recommend the Government to amend regulations on criteria related to rice-growing land when determining subjects for environmental procedure records.
According to voters of Lao Cai city, the Law on Citizen Reception currently does not have specific instructions on cases where deputies are authorized to periodically receive citizens. It is proposed to amend and adjust the Law on Citizen Reception, adding specific regulations on authorizing citizen reception. Currently, the revised Land Law has regulations but there are no specific detailed instructions for localities to implement, causing many difficulties. It is recommended that the National Assembly Delegation consult with ministries and branches to provide specific instructions...
Receiving voters' opinions, Mr. Hoang Quoc Khanh, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of Lao Cai Provincial People's Committee answered and clarified the opinions under the authority of Lao Cai Provincial People's Committee.

The Lao Cai Provincial Party Secretary requested the National Assembly Delegation's support agency to receive opinions related to laws and circulars under the authority of ministries, branches and central agencies such as: Land Law; environmental protection management, forest protection, vocational training, employment... to report to the Central Government. Regarding groups of opinions related to the province, the province is requested to continue reviewing, evaluating and developing solutions to achieve the highest efficiency.
On this occasion, the National Assembly Delegation of Lao Cai province presented 100 gifts to encourage workers and laborers in difficult circumstances and those who suffered heavy losses due to the impact of storm No. 3 in Lao Cai province.
