The Ministry of Transport has just established a Council to appraise the planning of the Lao Cai - Hanoi - Hai Phong - Quang Ninh railway route, which is more than 447km long and has an estimated investment cost of more than VND183,800 billion.

According to the decision of the Minister of Transport, the Council for appraisal of route planning railway Lao Cai - Hanoi - Hai Phong - Quang Ninh consists of 30 members chaired by Mr. Nguyen Danh Huy - Deputy Minister of Transport.
The Council has members from the ministries of: National Defense, Public Security, Science and Technology, Foreign Affairs, Natural Resources and Environment, Construction, Planning and Investment, State Capital Management Committee at Enterprises and representatives of 10 provinces and cities where the railway passes through.
Previously, the Vietnam Railway Authority submitted to the Ministry of Transport for appraisal and approval the planning of the Lao Cai - Hanoi - Hai Phong - Quang Ninh railway line with a total length of 447.66km. This is a planned railway line with a gauge of 1,435mm, electrification, and passenger and freight trains.
According to the proposal, the Lao Cai - Hanoi - Hai Phong - Quang Ninh railway line has its starting point connecting with Chinese Railway in Lao Cai province; the end point is at Cai Lan station in Ha Long city, Quang Ninh province. This railway line is planned to pass through the provinces and cities: Lao Cai, Yen Bai, Phu Tho, Vinh Phuc, Hanoi, Bac Ninh, Hung Yen, Hai Duong, Hai Phong city, Quang Ninh.
The section through Hai Phong alone has a route length of 81.66km, of which the main route down to Lach Huyen Port 46.25km long; the branch line to Nam Do Son port is 12.63km long; the branch line to Dinh Vu port is 7.88km long.
The section through Hai Phong City includes: the main route to Lach Huyen port with a length of 46.25km; the branch route to Nam Do Son port with a length of 12.63km; the branch route to Dinh Vu port with a length of 7.88km; the branch route connecting Quang Ninh province with a length of 14.9km.
According to the plan, the Lao Cai - Hanoi - Hai Phong - Quang Ninh railway line has 41 stations including: mixed stations for both passenger and freight trains; freight stations; technical stations (passing by train). Of which, Lao Cai station is an international transit station.
Based on the plan Planning, consulting on calculating capital needs to invest in the Lao Cai - Hanoi - Hai Phong - Quang Ninh railway (in the planning period until 2050): 183,856 billion VND. Of which: site clearance costs 24,065 billion VND; construction and equipment costs 110,138 billion VND; other costs 16,104 billion VND; contingency costs 33,551 billion VND.
