According to the leaders of Ha Tinh province, the province did not organize a flower presentation ceremony for Major General Pham Ba Hien at his home in Dong Thang village, Mai Phu commune, Loc Ha district.

Regarding the information about many flowers being given, it is known that Major General Hien only accepted congratulatory flowers and did not accept other gifts, so his friends gave him many flowers. We are very concerned because an incident that did not foresee all the consequences has affected the province and many other people," the leader of Ha Tinh province added.
Regarding the incident, responding to the press, Mr. Nguyen Xuan Bac - Chairman of the People's Committee of Mai Phu commune (Loc Ha district) - confirmed that the above party was held at the family of Ms. Tu Thi Loan (80 years old, residing in Dong Thang village, Mai Phu commune) to celebrate her son, Major General Pham Ba Hien - Commander of the 16th Army Corps, being promoted to military rank.
