Spreading policy credit in Quang Ngai

“Emulation is patriotism, patriotism requires emulation, those who emulate are the most patriotic” - the advice of President Ho Chi Minh in the past has always been remembered and implemented by the staff of the Vietnam Bank for Social Policies (VBSP) Quang Ngai branch with a sense of responsibility and practical actions throughout the journey of accompanying the poor and policy beneficiaries. The patriotic emulation movement has become a strong driving force for the collective of the VBSP Quang Ngai branch to excellently complete its political tasks, contributing to ensuring social security and sustainable development.

At the VBSP Quang Ngai branch, the emulation movement is not simply a slogan or a superficial form. It is a persistent effort, inspired by the awareness and dedication of each officer and employee, from the Board of Directors to the district-level transaction offices, from the lowlands to the highlands.

Mr. Tran Duy Cuong, Director of the provincial branch of the Vietnam Bank for Social Policies, said: “In the period of 2020 - 2025, the entire unit has actively participated in many emulation movements launched by the industry and localities, such as: "The whole country joins hands to build new rural areas"; "Joining hands for the poor, leaving no one behind"; or competing to complete the strategic development goals of the Vietnam Bank for Social Policies by 2030... Each movement is specified with clear, practical plans, targets, and tasks, suitable to the practical situation of each locality".

The movements were organized systematically, closely following the emulation and reward orientation of the banking industry and the province, while promoting the role of the trade union in launching, monitoring and summarizing timely rewards. Emulation has become a driving force for each individual to strive to improve, and at the same time is the glue that binds the collective, creating sustainable strength.

In Tu Nghia district - a locality located in the central plain of the province, Ms. Tran Thi Hong Oanh, Director of the District Social Policy Bank Transaction Office, shared that the unit always proactively builds emulation plans suitable to the local characteristics, integrating emulation with daily professional work. "We not only assign specific targets to each officer but also evaluate the results using clear and fair criteria. More importantly, emulation must create positive changes in awareness and action."

As a leader, Ms. Tran Thi Hong Oanh is always exemplary in her work, has a sense of responsibility, proactively overcomes difficulties, and at the same time focuses on ideological work for cadres and party members. The content of "Studying and following Ho Chi Minh's ideology, morality and style" is included in regular activities, becoming a guideline for the entire unit to study and follow.

Meanwhile, on the outpost island of Ly Son, where there is no commune level but only a one-level government, the role of the Village Chief in implementing policy credit becomes particularly important. Mr. Bui Van Sy, Deputy Director of the Transaction Office of the Social Policy Bank of Ly Son district, said: “In order for policies to reach the right people, we regularly make plans to work in the villages. Each new policy and each preferential capital flow is informed to the people through the grassroots political system. There are propaganda and dialogue sessions organized outside of office hours and on holidays”…

In Tra Bong district, a mountainous area with particularly difficult socio-economic conditions, Ms. Tran Thi Minh Tam, a credit officer of the Social Policy Bank here, confided: "Many ethnic minority areas do not fully understand the preferential credit policy. We not only do banking services, but also play the role of propagandists, guiding step by step so that people understand, trust and use capital for the right purpose."

Social security activities are always of interest to the People's Credit Fund, Quang Ngai branch.

The work of transaction office staff does not stop at the desk. The trips up the mountain, the transaction sessions in the commune on weekends have become familiar activities. Among them, the team of female bank staff who both take care of the housework and are devoted to their work are considered as the "fire keepers" in remote areas. The results of those silent efforts are not only measured by disbursement figures or capital recovery rates, but also by the recognition of the industry, the Party Committee, the government and the local people...

From 2020 to present, dozens of collectives and individuals of the branch have been awarded. Of which, 3 collectives and 5 individuals were awarded certificates of merit by the industry and provincial levels; the Governor of the State Bank awarded certificates of merit to 6 collectives and 23 individuals; 6 individuals were awarded the title of Emulation Fighter of the banking sector. The Chairman of the Provincial People's Committee also awarded a certificate of merit and an Emulation Flag to the branch for its outstanding achievements in social security work in 2024.

Emulation movements are spreading in the policy credit system in Quang Ngai.

Recently, at the Conference to commend excellent and creative workers in the period of 2020 - 2025, Vice Chairman of the People's Committee of Quang Ngai province Vo Phien affirmed: "The contribution of the VBSP system in improving the livelihoods of the poor, stabilizing social security and sustainable poverty reduction is very important. In the coming time, it is necessary to continue to focus on closely monitoring the use of loan capital, surveying actual needs to propose timely policies, contributing to the effective use of policy credit capital".

In the context of the country constantly changing, policy credit in Quang Ngai is not only a tool to support poverty reduction but also a bridge to help people confidently rise up to take control of their lives. And there, emulation movements - whether quiet or lively - continue to add strength to each officer of the Social Policy Bank of Quang Ngai branch to persevere on the path of serving the community.
