In the 2025 enrollment season, Ho Chi Minh City University of Education caused a stir with the announcement of completely eliminating high school transcript scores in all admission methods.

The school will use direct admission methods according to the regulations of the Ministry of Education and Training (10% of the quota); priority admission and admission of specialized class students (10%-20%); admission based on specialized competency assessment exams (40%-50% of the quota) and the remaining quota is for admission based on high school graduation exam scores.
Regarding the removal of high school transcripts in admissions from 2025, Dr. Huynh Trung Phong, Director of the Center for Student Support and Startup Development, Ho Chi Minh City University of Education, said that the school removed high school transcripts to ensure fairness, transparency, and create favorable conditions for candidates. At the same time, this is to ensure improving input quality, meeting the requirements of the modern labor market.
"The school does not use the admission method based on high school academic results and only retains the threshold conditions to ensure input quality, meeting the requirements according to the admission regulations of the Ministry of Education and Training. In the future orientation, the method of using specialized competency assessment exams will become the main method," said Dr. Huynh Trung Phong.
From 30% of the annual admission quota based on academic records, Ho Chi Minh City University of Industry and Trade has also sharply reduced the enrollment quota based on this method.
By 2025, schools will only allocate 15-20% of their quota to academic records and will gradually eliminate this method.
Master Pham Thai Son, Director of Admissions at Ho Chi Minh City University of Industry and Trade, shared that many public universities "turn their backs" on considering transcripts because there is a significant difference in transcript scores between high schools, leading to difficulties in accurately assessing candidates' abilities.
With that reality, using academic records as admission criteria can cause unfairness among candidates.
In the position of admissions officer at a university, Mr. Pham Thai Son said that they raised questions about cheating or embellishing high school transcripts, affecting transparency and unfairness in admissions.
Admission based on academic records can also make students subjective and negligent in studying and preparing for high school graduation exams, affecting quality.
Mr. Son said that currently, many universities organize their own exams to assess capacity and thinking with quite good quality to get admission results with methods such as using high school graduation exam scores or combining many criteria in admission.
Since 2024, the National Economics University has eliminated the method of admission based on high school transcripts. In 2025, the school will use 3 main admission methods including direct admission, admission based on the results of the 2025 high school graduation exam, and combined admission.
According to the school representative, for many years, most of the excellent students in specialized schools (the group eligible for admission based on their academic records) are eligible for admission based on international certificates or separate exam scores. The removal of the consideration of academic records reduces the virtual rate because a candidate can use many methods.
Previously, a series of universities from the beginning did not use the admission method based on academic records such as Hanoi Medical University, Ho Chi Minh City University of Medicine and Pharmacy, Hanoi University of Science and Technology, Saigon University...
A representative of a university that "says no" to transcript scores commented that high school learning outcomes depend on the assessment of each locality, each school, and even each individual teacher, so there is difficulty in achieving consistency.
"Candidates with high GPA in this area and school may not have better academic ability than candidates with lower GPA in other areas and schools," he said.

According to this person, when schools can proactively recruit students using more effective methods, there is no reason to depend on increasingly high scores in high school transcripts. This will avoid the situation where only a "shiny" transcript score - which cannot be truly assessed - is needed to pass the university entrance exam.
