Expectations for policy decisions that serve as the foundation for a new stage of development

Over the past four days (February 12-15), in a spirit of urgency, National Assembly deputies attending the 9th Extraordinary Session reviewed and discussed in groups and in the hall many urgent issues serving the revolution of streamlining the organizational apparatus; at the same time, they reviewed and discussed thoroughly to promptly remove difficulties and obstacles in terms of institutions and policies, creating breakthroughs to perfect infrastructure, promote resources, and create new development space.

Removing bottlenecks, creating momentum to promote growth

In his opening speech, National Assembly Chairman Tran Thanh Man stated that at the 9th extraordinary session, the National Assembly will review and decide on fundamental laws and resolutions to reorganize and streamline the apparatus to promptly concretize the policies and resolutions of the Party Central Committee on reorganizing and streamlining the apparatus of the political system, operating effectively, efficiently and effectively, ensuring that agencies, organizations and units after reorganization and consolidation are truly "upgraded, raised to a higher level, with better quality and higher efficiency"; reducing focal points, eliminating intermediate levels, clearly defining the scope, tasks and authority of agencies according to the Constitution, promoting decentralization and delegation of power, implementing the method of "management by results", strongly shifting from "pre-inspection" to "post-inspection" associated with strengthening inspection, supervision and control of power.

At Dien Hong Hall, National Assembly deputies had discussions on four draft laws including: Law on Government Organization (amended); Law on Organization of Local Government (amended); Law on Amending and Supplementing a Number of Articles of the Law on Organization of the National Assembly; Law on Promulgation of Legal Documents (amended) and other important draft resolutions, projects and policies.

It can be seen that the review of the Law on Promulgation of Legal Documents (amended) this time is very important, playing the role of foundation, creating a legal corridor for the construction and organization of the implementation of the system of legal documents.

According to National Assembly Chairman Tran Thanh Man, the draft Law has been comprehensively studied and revised, with major changes, resolving practical issues...; ensuring consistency, unity, and conformity with changes in the organizational structure, functions, tasks, and powers of agencies after the reorganization of the apparatus; creating a legal framework to promptly remove institutional obstacles and inadequacies that have been identified as "bottlenecks of bottlenecks", so that institutions become "breakthroughs of breakthroughs", unlocking resources for the country to develop rapidly and sustainably in the new era of the nation.

Highlighting on Saturday, February 15, the National Assembly discussed in the hall: Investment policy for the Lao Cai - Hanoi - Hai Phong railway construction project, considering this an important political task, both urgent and strategic, requiring great determination to soon start construction and complete and put into operation.

This project has the potential to be highly effective because it is a railway connecting the corridor from Lao Cai through Hanoi to Hai Phong - the second most important corridor after the North-South economic corridor. This route combines two modes of transport, both freight and passengers, so it is highly useful.

According to Minister of Transport Tran Hong Minh, the project passes through 9 provinces and cities with a main route length of about 390.9 km and 3 branch routes of about 27.9 km. The total investment of the project, according to preliminary calculations, is about 8.3 billion USD. If land clearance costs and some other costs are deducted, the construction cost is at 15.97 million USD/km.

The project has a very urgent schedule and is large in scale. If implemented under current conditions, it will not meet the required schedule. With the Party's policy of double-digit growth in the 2026-2030 period, accelerating the investment progress of projects will be a driving force to contribute to promoting growth.

From a local perspective, where the railway project passes through, voter Nguyen Dinh Cuong, Director of Huong Giang Production and Trading Company Limited (An Hoa village, An Thinh commune, Van Yen district, Yen Bai) said that the railway not only connects with the Hanoi - Lao Cai expressway through IC 14 intersection but also connects with Son La and Ha Giang provinces through the roads that are being urgently completed.

Currently, most of Yen Bai province's minerals and agricultural and forestry products exported to China and other countries are being transported by road to Hai Phong, which is quite costly and takes a long time. If the project comes into operation, it will help businesses in the province reduce transportation costs when importing raw materials from China and other countries.

Creating momentum for double-digit growth

Implementing the working program, the National Assembly discussed the Supplementary Project on socio-economic development in 2025 with a growth target of 8% or more. Delegates all agreed that this is a Project of special importance because in 2025, we achieve the growth target of 8% or more, then in the period of 2026 - 2030 we can achieve double-digit growth, creating the foundation for our country to become an upper middle-income country by 2035.

Regarding this content, Prime Minister Pham Minh Chinh stated that promoting growth is an objective and inevitable requirement. "The spirit is that no matter how difficult it is, we must do it, striving for growth for a rich people and a strong country. The more difficult and pressured it is, the more effort we must make," the Prime Minister emphasized.

In order to successfully achieve the growth target of 8% or more, creating a mechanism for the development of the private economy is very important. According to National Assembly Chairman Tran Thanh Man, the key issue is to have a mechanism to promote the development of the private economy because in the total social investment, private investment accounts for 55%. This is the decisive factor for the growth target of over 8%.

According to Minister of Planning and Investment Nguyen Chi Dung, the drafting agency will take into account the opinions of the delegates to complete the draft resolution. The Government will report to the Central Government to request the issuance of a separate resolution on private economic development, including business households, small and medium enterprises, and large-scale private enterprises with leadership capabilities.

In the long term, the authorities will continue to improve institutions, decentralize more thoroughly; implement Resolution 57-NQ/TW on breakthroughs in science, technology, innovation and national digital transformation; promote high-quality human resources, and develop the private economic sector.

Analyzing this content, many National Assembly delegates said that, besides the advantages, in 2025 there will be a lot of work to do to achieve the target of 8% or more. Delegate Nguyen Thi Viet Nga (Hai Duong) shared that this is a growth target that most delegates agree with, but to achieve it, there must be outstanding efforts, with the consensus of the entire political system and of each citizen.

“We must consider the issue of increasing labor productivity, along with solutions to apply science and technology in production. We must focus on implementing upcoming key projects, as well as plans for other key projects to maintain growth rates,” said delegate Viet Nga.

According to the program, in the next 2.5 days (February 17-19), the National Assembly will consider and pass 4 draft laws including: Law on Organization of the Government (amended); Law on Organization of Local Government (amended); Law on Amendments and Supplements to a Number of Articles of the Law on Organization of the National Assembly; Law on Promulgation of Legal Documents (amended) and 5 draft resolutions to implement the arrangement of the apparatus of the National Assembly and the Government for the 15th National Assembly term.

The National Assembly will consider and pass 7 Resolutions to promptly remove difficulties and obstacles to promote the country's socio-economic development and specific mechanisms and policies for a number of projects and works.

The National Assembly will also carry out a number of personnel work contents under its authority, in accordance with Party regulations and State laws, and perfect positions to ensure that the new apparatus operates effectively and efficiently, meeting the country's development requirements in the coming period.

In the spirit of urgency, "work efficiency is paramount", the remaining contents in the program of the 9th Extraordinary Session will continue to be thoroughly considered and approved by National Assembly deputies with the highest unity and consensus, meeting the requirements of practice and political tasks, and best meeting the expectations of voters and people.
