Speaking at the ceremony, Associate Professor, Dr. Do Van Tru, Chairman of the Vietnam Cultural Heritage Association, said: 79 years ago, on November 23, 1945, in the context of the country having just gained independence, with numerous difficulties in domestic and foreign affairs of a young state, President Ho Chi Minh signed Decree No. 65/SL "on the preservation of ancient relics throughout Vietnam". This was the first Decree of the new regime on the preservation of national cultural heritage, laying the foundation, the guiding principle, the red thread throughout the cause of protecting the country's cultural heritage.

Based on the historical significance of Decree No. 65/SL, on February 24, 2005, the Prime Minister issued Decision No. 36/2005/QD-TTg, taking November 23 as Vietnam Cultural Heritage Day. Since then, November 23 has become the traditional day of the cultural heritage sector, a festival day for those working in the field of cultural heritage and those passionate about cultural heritage.

Every year, on this occasion, from the central to local levels across the country, various activities are organized to promote cultural heritage, enhance patriotism, national pride, love and sense of responsibility of the whole society in protecting cultural heritage.

According to Associate Professor, Dr. Do Van Tru, over the past 79 years, along with the process of building and defending the Fatherland, the cause of protecting and promoting the value of cultural heritage has been increasingly valued and cared for. The legal system on cultural heritage has been constantly improved to meet the requirements and tasks of the country.

To date, the country has ranked more than 10,000 provincial and municipal relics; 3,621 national relics, 130 special national relics, out of a total of more than 40,000 relics, about 7,000 intangible cultural heritages have been inventoried, of which 534 heritages have been recorded in the List of National Intangible Cultural Heritages.

Many cultural heritages of Vietnam have been recognized by UNESCO, including 9 world cultural and natural heritages, 15 intangible cultural heritages; 9 documentary heritages, including 3 world documentary heritages and 6 documentary heritages of the Asia-Pacific region.

From a few museums built during the French colonial period, the Vietnamese museum system now has 127 public museums and 70 non-public museums, preserving over 4 million artifacts. Up to now, the whole country has 294 artifacts and groups of artifacts that have been recognized by the Prime Minister as National Treasures.

“We have the right to be proud of our rich, diverse cultural heritage, rich in national identity, and proud of the achievements we have made in the cause of protecting our national cultural heritage. That is a great source of encouragement for each of us, helping us to love and be more responsible for our national cultural heritage,” Associate Professor, Dr. Do Van Tru emphasized.

In the context of the increasingly important role of the masses, communities, organizations and individuals in society, becoming an indispensable force in the cause of protecting and promoting the value of cultural heritage, the establishment of the Vietnam Cultural Heritage Association is an objective need, responding to the earnest aspirations of the majority of people working in the field of cultural heritage and passionate about cultural heritage.

According to the Chairman of the Vietnam Cultural Heritage Association, since its official establishment on April 23, 2004 under Decision No. 28/2004/QD-BNV of the Ministry of Home Affairs, after 20 years of formation and development, from a few organizations and a few hundred members at the beginning, to date, the Vietnam Cultural Heritage Association has built a relatively widespread organizational system from the central to local levels with nearly 200 member organizations and nearly 20,000 members, actively contributing to the cause of protecting and promoting the value of cultural heritage and spreading the love of cultural heritage.

In all activities, the Association always takes the community as the center, encouraging the community's love for heritage. The Association also gradually promotes many social criticism activities in the field of cultural heritage, organizes many conferences, seminars, and scientific discussions around urgent topics on cultural heritage raised by practice, participates responsibly in the development of the Law on Cultural Heritage, contributes opinions to many documents related to cultural heritage of the Ministry of Culture, Sports and Tourism, the National Assembly and the Government.

Information, promotion, and propaganda work on cultural heritage has been promoted in various forms through the World Heritage Magazine, competitions, exhibitions, book publishing, and many other events. The Vietnam Cultural Heritage Conservation Support Fund has made new progress in its activities, initially sponsoring a number of cultural heritage activities.

With the achieved results, the Vietnam Cultural Heritage Association was awarded the Third Class Labor Medal by the President, 2 Certificates of Merit by the Prime Minister, in addition to many Certificates of Merit from the Ministry of Culture, Sports and Tourism and other ministries and branches.

At the Ceremony, the Vietnam Cultural Heritage Association awarded the Medal "For the Cause of Vietnam Cultural Heritage" and the Association's Certificate of Merit to collectives and individuals who have made many contributions to the cause of preserving and promoting the value of national cultural heritage.

Within the framework of the Celebration, many art performances honoring the beauty of Vietnam's intangible cultural heritage were performed.
