On the morning of January 27, at the Party Central Committee headquarters, the Politburo and the Secretariat reviewed and disciplined party organizations and party members with violations and shortcomings.
After considering the proposal of the Central Inspection Commission, the Politburo and the Secretariat found that:
1. Violations by the Party Executive Committee of the Ministry of Industry and Trade and related individuals
The Party Executive Committee of the Ministry of Industry and Trade for the 2016-2021 term seriously violated the principle of democratic centralism, Party regulations, State laws, and working regulations; lacked responsibility, loosened leadership and direction, allowing many violations and shortcomings to occur, causing serious and difficult-to-overcome consequences; risked huge losses of money and property of the State, investors, and consumers, and wasted social resources; allowed criminal cases to occur at the Ministry, many officials violated the law, were criminally prosecuted, and were disciplined by the Party and administrative agencies, causing public outrage among officials, Party members, and the people, negatively affecting the reputation of the Party organization and the State management agency.
The Party Committee of the Ministry of Industry and Trade for the 2021-2026 term violated the principle of democratic centralism, Party regulations, and State laws; failed to implement instructions and decisions of competent authorities; lacked responsibility, loosened leadership and direction, allowing many violations and shortcomings to occur; issued and organized the implementation of Working Regulations in violation of Politburo regulations; issued Resolutions of the Party Committee in violation of Working Regulations; did not seriously implement the instructions of the Politburo and the Prime Minister; allowed a criminal case to occur at the Ministry, many officials and Party members violated the law, including members of the Party Committee and Deputy Ministers who were prosecuted and temporarily detained.
Comrade Trinh Dinh Dung, while holding the position of member of the Party Central Committee, member of the Party Committee of the Government, Deputy Prime Minister for the 2016-2021 term, violated Party regulations, State laws, regulations on what Party members are not allowed to do and responsibilities to set an example, affecting the reputation of the Party organization and State management agencies.
Comrade Mai Tien Dung, while holding the position of member of the Party Central Committee, member of the Party Committee of the Government, Minister, and Head of the Government Office, violated Party regulations, State laws, regulations on what Party members are not allowed to do and responsibilities to set an example, affecting the reputation of the Party organization and State management agencies.
Comrade Hoang Quoc Vuong, while holding the position of Member of the Party Executive Committee, Secretary of the Party Committee of the Ministry of Industry and Trade, Deputy Minister of Industry and Trade, degraded in political ideology, ethics, lifestyle, violated Party regulations, State laws, regulations on what Party members are not allowed to do and the responsibility to set an example, causing very serious consequences that are difficult to overcome, risking huge losses of money and state assets, wasting social resources, causing public outrage, and very negatively affecting the reputation of the Party organization and state management agencies.
Comrade Do Thang Hai, member of the Party Executive Committee, Deputy Minister of Industry and Trade, has degraded in political ideology, ethics, lifestyle, violated Party regulations, State laws, regulations on what Party members are not allowed to do and responsibilities to set an example, causing very serious consequences; causing public outrage, very negatively affecting the reputation of the Party organization and State management agencies.
2. Violations by some party organizations and party members at the Bac Ninh Provincial Party Committee; violations by some party members at the Lam Dong Provincial Party Committee and An Giang Provincial Party Committee.
The Standing Committee of the Bac Ninh Provincial Party Committee for the 2010-2015 term violated the principle of democratic centralism and the Working Regulations; The Standing Committee of the Bac Ninh Provincial Party Committee for the 2015-2020 term loosened leadership and direction, lacked inspection and supervision, allowing the Party Executive Committee, the Provincial People's Committee and many organizations and individuals to violate Party regulations and State laws in organizing the implementation of projects/bidding packages of AIC Company, causing serious consequences, causing losses, risks of losses and waste of the state budget, causing many leaders, former leaders of the province, officials of some departments, branches and units to be disciplined and criminally prosecuted.
Comrades: Nguyen Nhan Chien, former member of the Party Central Committee, former Secretary of the Provincial Party Committee, former Chairman of the People's Committee of Bac Ninh province; Nguyen Tu Quynh, former Deputy Secretary of the Provincial Party Committee, former Secretary of the Party Committee, former Chairman of the People's Committee of Bac Ninh province; Nguyen Tien Nhuong, former member of the Standing Committee of the Provincial Party Committee, former member of the Party Committee, former Permanent Vice Chairman of the People's Committee of Bac Ninh province; Nguyen Hanh Chung, Vice Chairman of the Provincial People's Council, former Secretary of the Party Committee, former Director of the Department of Health of Bac Ninh province; Nguyen Luong Thanh, former member of the Provincial Party Committee, former member of the Party Committee, former Vice Chairman of the People's Committee of Bac Ninh province; Nguyen The Nghia, former member of the Provincial Party Committee, former Secretary of the District Party Committee, former Chairman of the People's Committee of Yen Phong district, Bac Ninh province; Tran Duc Quan, member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the People's Council of Lam Dong province; Tran Van Hiep, Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the People's Committee of Lam Dong province; Nguyen Thanh Binh, Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee, Chairman of the People's Committee of An Giang province; Tran Anh Thu, member of the Provincial Party Committee, member of the Party Committee, Vice Chairman of the People's Committee of An Giang province, have degraded in political ideology, morality, and lifestyle; violated Party regulations and State laws in performing assigned duties and tasks, violated regulations on what Party members are not allowed to do and the responsibility to set an example. The violations of the above comrades have caused very serious consequences, causing public outrage, and have had a very negative impact on the reputation of the Party organization and local government.
Based on the content, nature, level, consequences, and causes of violations by the Party Committee, Party organizations, and individuals mentioned above; according to the Party's Regulations on disciplining Party organizations and violating Party members, the Politburo decided to issue a Warning to the Standing Committee of the Bac Ninh Provincial Party Committee for the 2010-2015 and 2015-2020 terms; issue a Reprimand to comrades Trinh Dinh Dung and Mai Tien Dung and report and propose that the Party Central Committee issue a disciplinary action of Expelling from the Party comrades Nguyen Nhan Chien and Tran Duc Quan; the Secretariat decided to issue a Warning to the Party Committee of the Ministry of Industry and Trade for the 2016-2021 term; and issue a Reprimand to the Party Committee of the Ministry of Industry and Trade for the 2021-2026 term; decided to take disciplinary action by expelling from the Party the following comrades: Do Thang Hai, Hoang Quoc Vuong, Nguyen Tu Quynh, Nguyen Tien Nhuong, Nguyen Hanh Chung, Nguyen Luong Thanh, Nguyen The Nghia, Tran Van Hiep, Nguyen Thanh Binh, Tran Anh Thu.
The Politburo and Secretariat requested competent authorities to promptly enforce administrative discipline in line with party discipline.
