Today (April 14), the People's Committee of Lang Son province and the investor, a consortium of Deo Ca Construction Joint Stock Company - Deo Ca Group Joint Stock Company - 568 Construction Joint Stock Company - Lizen Joint Stock Company, signed a contract to implement the investment project to build the Huu Nghi - Chi Lang border gate expressway under the PPP method, BOT contract type.
Representatives of Lang Son Provincial People's Committee and the investor consortium signed the project contract.
The project is managed by the People's Committee of Lang Son province with a total investment of 11,024 billion VND.
Of which, the state budget capital participating in the project is 5,495 billion VND (including 3,500 billion VND of the central budget, 2,000 billion VND of the local budget); The investor's arranged capital is 5,529 billion VND.
The value of the state capital supporting the construction of the project is more than 3,700 billion VND. The project is expected to be completed in 2026, with a toll collection period of 25 years and 8 months.
Expressing his joy that the selection of investors was carried out objectively and transparently by Lang Son province, Mr. Nguyen Huu Hung, Vice Chairman of the Board of Directors of Deo Ca Group said: Today, we have reached an important milestone in the investment and construction of the project, which is to establish responsibility to each other, responsibility to the people, responsibility to the country.
The investor consortium is committed to fulfilling the terms of the contract and completing the project on time.
"We also hope to receive support from the local authorities throughout the project investment process," he said.

Representing the investor consortium, Deo Ca Group also requested the People's Committee of Lang Son province to promptly implement site clearance work and have a plan to allocate local budget to ensure progress.
The remaining capital worth about VND5,529 billion has been prepared by investors. Of which, more than VND4,400 billion has been agreed by TP Bank to provide credit for the project according to the financial arrangement commitment issued by the bank on March 26, 2024.
Mr. Luong Trong Quynh, Vice Chairman of Lang Son Provincial People's Committee, commented: Deo Ca Group is a large enterprise specializing in investing in infrastructure construction and has implemented the Bac Giang - Lang Son route in just 2 years in the context that this project encountered many obstacles and difficulties.
"The People's Committee of Lang Son province believes that Deo Ca and the enterprises in the consortium will continue to perform well, demonstrating their capacity in investing in transport infrastructure, especially the Huu Nghi - Chi Lang expressway.
This is a project that the Party Committee, government and people of all ethnic groups in Lang Son province have longed for.
We hope that Deo Ca Group will promote its capacity and resolutely implement the project, bringing it to the finish line on schedule and ensuring the required quality," Mr. Quynh shared.
According to the approved plan, the Huu Nghi - Chi Lang border gate expressway project has a total length of 60km, passing through the districts of Chi Lang, Cao Loc, Van Lang and Lang Son city.
The route includes the 43km Huu Nghi - Chi Lang section, designed with a scale of 4 motor vehicle lanes and a roadbed width of 17m.
The section connecting Tan Thanh - Coc Nam border gate is 17km long, with a scale of 2 lanes for motor vehicles and a roadbed width of 14.5m.
When completed and put into operation, the project will connect the Huu Nghi - Coc Nam - Tan Thanh border gates to the economic centers of Hanoi - Bac Giang - Bac Ninh.
The project also plays an important role in solving the "dead-end" problem of the Bac Giang - Lang Son expressway, along with the connection of the Dong Dang - Tra Linh route being implemented to synchronize the entire northern expressway network, solve the traffic difficulties of the section through Bac Giang, Lang Son, Cao Bang, and improve the overall operational efficiency.
