Attending the meeting were comrades: Tran Quoc Nam, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the National Assembly Delegation of the province; Le Van Binh, member of the Provincial Party Committee, Chairman of the Provincial Vietnam Fatherland Front Committee; comrades in the Provincial Party Committee Standing Committee; leaders of departments, branches, localities and delegates of the 11th Provincial People's Council.
After the opening speech of the session by the Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, leaders of the Department of Construction, Department of Planning and Investment, and Department of Home Affairs briefly reported on 3 draft resolutions submitted at the session.
Comrade Pham Van Hau, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council spoke at the meeting.
Based on the report of the Economic-Budget Committee and the Legal Committee on the results of the examination of the draft resolutions, the Provincial People's Council delegates discussed and unanimously voted to pass 3 important resolutions related to the socio-economic development issues of the province: The overall master plan for construction of Phan Rang - Thap Cham City; project investment policy; and the payroll of civil servants and public employees.
At the meeting, delegates also unanimously voted to pass resolutions related to personnel work: Dismissal of the Vice Chairman of the Provincial People's Committee, term 2021-2026 for comrade Phan Tan Canh due to taking on other duties; election of additional Vice Chairman of the Provincial People's Committee, term 2021-2026 for comrade Trinh Minh Hoang; dismissal of member of the Provincial People's Committee, term 2021-2026 for comrade Ha Anh Quang due to retirement; election of additional member of the Provincial People's Committee, term 2021-2026 for comrade Pham Van Binh, Director of the Department of Labor, War Invalids and Social Affairs.
The delegates voted unanimously to pass the resolutions.
In his closing speech, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council highly appreciated the serious and responsible working spirit of the delegates, contributing to helping the session complete the program and content set out. The resolutions passed at the session are very important, concretizing the provisions of the law and the policies and directions of the Central Government and the Provincial Party Committee; creating a legal basis for the organization, implementation and performance of local political tasks; contributing to creating motivation and unlocking resources to accelerate the progress of implementing projects and works, ensuring conditions on legal basis, infrastructure, serving socio-economic development, serving social security, restoring and developing the province's economy in 2024 and the following years.

Therefore, in the process of implementation, it is necessary to have a synchronous and close deployment; at the same time, strengthen the inspection and supervision work to ensure the best results and create high consensus among the people, contributing to bringing the resolutions of the Provincial People's Council into life soon. After the session, the Provincial People's Council requested the Provincial People's Committee to urgently organize the implementation of the resolutions; focus on directing all levels, branches, localities and units according to their assigned functions, tasks and powers, proactively organize the implementation, closely coordinate with the Central Ministries and branches, seek support, ensure that the resolutions soon come into life and achieve the highest efficiency. The Standing Committee, the Committees, the Delegation Groups and each delegate of the Provincial People's Council shall strengthen supervision activities, ensuring the implementation of the resolutions of the Provincial People's Council seriously, legally and effectively.

Resolutions passed at the 16th Session of the 11th Provincial People's Council, term 2021-2026
1. Resolution on the overall adjustment project of the General Construction Plan of Phan Rang - Thap Cham city to 2040, with a vision to 2050.
2. Resolution Abolishing the Resolution of the Provincial People's Council on project investment policy in Resolutions No.: 85/NQ-HDND, 86/NQ-HDND, 87/NQ-HDND, 89/NQ-HDND, 90/NQ-HDND, 91/NQ-HDND, 92/NQ-HDND, 95/NQ-HDND, 96/NQ-HDND, 97/NQ-HDND, 100/NQ-HDND, 102/NQ-HDND dated August 31, 2021.
3. Resolution on the allocation of civil servant payrolls at district and provincial levels; the number of employees receiving salaries from the state budget in public service units; the Association payrolls and the number of commune-level cadres, civil servants, and part-time workers at commune, village, and residential group levels in 2024.
