The province’s import-export enterprises are not only few in number but also small in scale, so to promote production and business enterprises to reach out to the big sea, they need a “lifebuoy” to help. In the past 2 years, the authorities have been establishing a favorable ecosystem to help enterprises develop and integrate steadily.

Logistics infrastructure development
Determining that logistics plays a very important role in the circulation of goods and affects the supply chains of enterprises, in recent years, the province has focused on planning and investing in developing logistics infrastructure. The Department of Transport has reviewed, advised, and reported to the Ministry of Transport to adjust national sectoral plans on inland waterway infrastructure, overall development of the seaport system, road network for the period 2021 - 2030, with a vision to 2050, and updated the planning of Ba Lat seaport. The Department also advised on implementing investment in construction and upgrading of key traffic works with inter-regional connectivity such as the coastal road, provincial road DT.454, the southern belt road of Thai Binh city, the section from the S1 bridge to the extended Chu Van An road, preparing to invest in the road from Thai Binh city to Con Vanh, completing the project to upgrade National Highway 37 through Thai Binh province and Hoa River bridge...
When developing the Provincial Planning for the period 2021 - 2030, with a vision to 2050, the Department of Industry and Trade advised the Provincial People's Committee to plan 6 logistics centers in Thai Binh city and the districts: Thai Thuy, Tien Hai, Hung Ha, Kien Xuong, Quynh Phu.
Mr. Tran Huy Quan, Director of the Department of Industry and Trade, said: Investing in logistics infrastructure will help improve the capacity, efficiency, quality of logistics services and increase added value. Developing logistics infrastructure will help reduce costs, shorten transportation time and create opportunities to expand production and business scale, facilitate the process of bringing goods to the world market, thereby increasing the competitiveness of enterprises and the province, promoting economic growth.
Synchronize support services
For business operations, capital is like blood, the health of the business. In order to support businesses in developing production, business, import and export, recently, the State Bank of Vietnam, Thai Binh Branch, has signed a coordination regulation with the Provincial Business Association to implement a program connecting banks and businesses.
Thanks to that, businesses in the province have updated and fully grasped the new mechanisms, policies and regulations on currency and banking to effectively carry out production, business and import-export payments. Credit institutions in the area have focused credit capital on production and business development, especially in priority areas, including export. By the end of 2023, the total outstanding loans are estimated at VND 94,118 billion, an increase of 9.2% compared to 2022, of which the outstanding export loans reached over VND 9,000 billion for about 500 businesses.
In order to improve the investment and business environment and support enterprises to produce many high-quality products, the Department of Labor, War Invalids and Social Affairs actively implements activities to improve the quality of human resources in the province.
Mr. Tang Quoc Su, Head of the Department of Labor - Employment (Department of Labor - Invalids and Social Affairs) said: Implementing the project to improve the quality of vocational training facilities to meet the requirements of socio-economic development of Thai Binh province and international integration by 2025, in 2022, vocational schools in the province trained 35,300 workers, of which 3,930 had college degrees, 6,890 had intermediate degrees, 24,480 had elementary degrees; in 2023, 36,700 workers were trained with 4,150 having college degrees, 7,050 having intermediate degrees, the rest had elementary degrees.
Functional departments and branches, especially the Department of Science and Technology, regularly support enterprises in searching for information, transferring, innovating and developing technology to serve the purpose of improving production capacity, quality and competitiveness of products; guide and support enterprises in completing procedures for certification as science and technology enterprises.
Mr. Pham Van Quang, Deputy Director of the Department of Science and Technology, said: In addition to building a technology and equipment trading floor to support businesses in displaying and introducing 412 types of products belonging to OCOP products, science and technology products, and key products of the province, the Department also updated the database of 260 products on the e-commerce floor.
Mr. Tran Quoc Chinh, Head of Thai Binh Customs Branch, said: Customs clearance activities are becoming increasingly simple and convenient, helping businesses save time and costs thanks to digital transformation. The Branch has implemented many solutions to promote the application of information technology and implement electronic management methods, automatically manage customs operations in the digital environment, and modernize customs procedures towards paperless customs.
Currently, the Department is building and deploying an information technology system in all stages of customs operations, reducing the rate of document inspection, goods inspection, shortening customs clearance time, facilitating import and export activities. This is also the unit's effort to actively contribute to improving the investment and business environment of the province, building trust, attracting many leading corporations and large companies in the world and in the country to invest and do business in Thai Binh. Currently, Vietnam is a member of new generation free trade agreements - FTAs such as CPTPP, EVFTA, UKVFTA, RCEP, opening up many opportunities for businesses to export goods to large markets. However, in order for businesses to take advantage of preferential mechanisms and meet the criteria of the code of conduct of each FTA, the Department of Industry and Trade has coordinated with the functional departments and offices of the Ministry of Industry and Trade to organize many conferences to disseminate and popularize agreements, provide training on rules of origin of goods, and provide guidance on trade defense measures. In particular, the Thai Binh Import-Export Management Department has supported businesses in proving origin to enjoy tariff incentives under FTAs through the issuance of certificates of origin (C/O) to businesses at the Provincial Public Administration Service Center. To date, the unit has electronically processed 14/19 C/O forms, and in the two years of 2022 - 2023, nearly 30,000 C/Os have been issued to businesses in the area with export turnover accounting for about 35 - 38% of the total export turnover of the whole province.
"Sweet fruit" after 2 years of project implementation
With the synchronous implementation of solutions to promote production and develop the market, the province's import and export activities have changed with many positive signs. Despite the impact of the Covid-19 pandemic and fluctuations in the world economy, in 2022, the whole province had 293 enterprises exporting goods with a total turnover of 2,454 million USD, an increase of 14.8% compared to 2021. In 2023, the number of enterprises exporting goods increased to 328 units with a total turnover of 2,645 million USD, an increase of 7.8% compared to 2022.
The province's main export items such as garments, cotton towels, fibers, agricultural products, and handicrafts have reached out and conquered many large, demanding markets such as the US, Korea, Japan, China, EU countries, ASEAN countries, etc. It can be said that the province's enterprises and products have the capacity and conditions to penetrate and export to any market in the world. This is an important step forward that not only brings about production and business efficiency but also helps enterprises confidently integrate successfully into the international economy and boost exports, increasing the province's export turnover in the coming time.
The province's logistics infrastructure is constantly invested to ensure modernity, connectivity, and synchronization, helping businesses facilitate production, business, and export.
