Therefore, the province coordinates with ministries and branches to research and expand development space towards the sea”. From the Prime Minister's direction and the goals set out in the Resolution of the 20th Provincial Party Congress, term 2020 - 2025, Thai Binh focuses on promoting its potential and advantages to develop the marine economy.

Promoting the potential and advantages with a 54km long coastline, 5 large river mouths flowing into the sea, and tidal flats of over 16,000 hectares, the Resolution of the 20th Provincial Party Congress, term 2020 - 2025 has specifically identified and agreed on the goal of focusing on building the marine economy into the economic center of the province; contributing significantly to socio-economic development, strengthening national defense and security, firmly protecting the sovereignty of the sea and national border security.

Nam Thinh Seafood Exploitation and Processing Company Limited (Cua Lan Industrial Park, Tien Hai District) has been operating since 2020, specializing in processing shrimp and squid for export to China and Korea. Every year, the Company's export output reaches 1,000 - 1,500 tons, with revenue reaching 40 - 50 billion VND. Not only contributing positively to the local economic growth, the Company also creates stable jobs for 15 seasonal workers and 20 direct workers with an average income of 280,000 VND/person/day.
Mr. Nguyen Khac Duc, the company's manager, said: During its operation, the company has always received favorable conditions from all levels, sectors and Nam Thinh commune, and security and order issues have been ensured. In the context of many difficulties, the company has proactively sought markets, signed orders, and worked with fishermen in coastal communes of Tien Hai district to catch and supply input materials to meet export orders.
For Mr. Do Quang Bon, Director of Phuong Nam Company Limited (Thai Thuong Commune, Thai Thuy District), investing in a high-tech shrimp farming model not only helps increase family income, positively contributes to local economic growth but also creates jobs for 4-5 regular workers with an average income of 7-8 million VND/person/month.
Mr. Bon shared: With the support of his family, relatives and local authorities, in 2000 I boldly invested in building a giant tiger prawn hatchery and established Phuong Nam Company Limited. Over the past 23 years, the company has grown steadily, with an average annual revenue of 20 - 30 billion VND. From the initial scale of only producing shrimp hatcheries with an area of 9,000m2 , Mr. Bon has expanded to commercial shrimp farming with an area of 5.5ha, while researching and transferring shrimp farming technology in canvas houses to more than 20ha of local people, thereby increasing the number of shrimp farming crops from 2 to 4 crops/year, improving economic efficiency for the family.
As a coastal commune with many potentials and advantages for developing the marine economy, in which aquaculture, processing and exploitation are currently developing relatively strongly, in recent times, Nam Thinh commune (Tien Hai) has had many solutions to promote the potentials and advantages from the sea.
Mr. Bui Kien Quyet, Chairman of the Commune People's Committee, said: The whole commune currently has nearly 1,400 hectares of aquaculture area with nearly 600 households and more than 200 medium and nearshore fishing vessels. In 2023, the total production value of the commune is estimated to reach nearly 1,100 billion VND, an increase of 13% compared to 2022, of which income from the marine economy accounts for about 65% of the local economic structure. The commune creates all conditions for businesses and individuals to access capital sources, ensures security and order, and at the same time requests the state to invest in infrastructure, especially the transportation system to facilitate the transportation of goods for import and export.

Over the past years, Thai Binh has had many policies and solutions to promote the advantages of the sea to develop the marine economy in association with firmly protecting national sovereignty and improving the lives of people in coastal areas. This is an area with a favorable location for comprehensive, multi-sector, multi-sector economic development; convenient waterway and road traffic connections with provinces and cities in the Northern key economic region; with national highways 37, 37B, 39, provincial road 456 passing through, especially the coastal road that helps significantly shorten the distance and travel time from the coastal area of Thai Binh to the deep-water seaports of Dinh Vu, Lach Huyen and Cat Bi international airport (Hai Phong), Van Don airport, Mong Cai border gate (Quang Ninh) and provinces and cities in the Northern coastal region. This area also has great advantages in terms of electricity, coal and natural gas resources, long coastline, wide tidal flats, pure coastal natural landscape, biodiversity, favorable for aquaculture, fishing and service development, eco-tourism and resorts.

To promote these advantages, the Resolution of the 20th Provincial Party Congress, term 2020 - 2025, has identified one of the important goals as focusing on building the marine economy into the economic center of the province. In order to concretize the resolution, the sectors, Party committees and local authorities in the province have strengthened leadership, direction and effective implementation of programs and plans for marine economic development. The agricultural sector has strengthened the direction of local farmers to apply science and technology in aquaculture, exploitation and processing of aquatic products according to the value chain, meeting domestic consumption and export requirements; organizing the assessment of the current status and reserves of aquatic resources in the Pacific sea area every 5 years; organizing thematic surveys and assessments of commercial fisheries; developing models of teams, cooperatives for co-management, joint ventures, and associations for processing and consuming aquatic products.
Along with the agricultural sector, coastal localities are also actively implementing solutions to build the marine economy into the economic focus of the province. As one of the two coastal districts welcoming a new wave of investment, considered the "right arm" of the province in the journey to conquer the sea, in recent years, the marine economy of Tien Hai district has increasingly affirmed its role and position in the general economic structure of the province. Implementing the Resolution of the 28th District Party Congress, term 2020 - 2025, on the basis of its potential and advantages, Tien Hai has deployed tasks, focusing on all fields, developing urban areas by 30%, becoming a district with strong economic growth, an investment destination for domestic and foreign enterprises. In the period of 2021 - 2023, the average growth rate of the district's production value is estimated to increase by more than 11%.
Mr. Do Van Trinh, Vice Chairman of the District People's Committee, said: Reclaiming land and creating new land is both a tradition and an aspiration of many generations of Tien Hai people. The Resolution of the 20th Provincial Party Congress and the Resolution of the 28th District Party Congress have proposed 3 economic development breakthroughs, including the development of marine economic zones with urban areas, industrial parks, commercial and service areas, and high-tech aquaculture to ensure effective and sustainable development. From these policies, the district has synchronously implemented solutions with the consistent viewpoint of promoting economic development associated with protecting the coastal ecological environment, ensuring sustainable development both in the short term and in the long term in the overall development of the district and the province.
The province currently has nearly 15,700 hectares of aquaculture, including nearly 173 hectares of aquaculture in semi-floating ponds, an increase of 19.57 hectares compared to 2022; 692 fish and frog cages and 700 estuary oyster rafts; 741 fishing vessels with a capacity of 101,862KW. In 2023, the estimated production value of the fisheries industry is 5,938 billion VND, 1.11 times higher than in 2020, with an average growth rate of 3.5% per year in the period 2021 - 2023. |
